This position is located at USAG Humphreys, in the Pyongtaek metropolitan areas in the Republic of Korea. USAG-Humphreys is an hour and a half drive south of Seoul, 40 minutes south of Osan Air Base, and 15 minutes from the city of Pyongtaek. USAG Humphreys is not far from night life, restaurants, and shopping. The Humphreys Exchange and Commissary, Food Court and Restaurants offer typical American amenities. Many US employees generally choose to live in town right outside the gate, in the City of Pyongtaek, or in the area surrounding Osan Air Base.

The major duties of this position include the following:
-Performs preaward functions for procurements involving complex contracts of highly specialized, extensive, new or innovative equipment systems, research, facilities construction and services of significant importance to the agency.
-Develops solicitations, ensuring preparation and approval of all necessary justification and/or determinations and findings, and compliance with all applicable laws and regulations.
-Evaluates bids and proposals submitted in response to solicitations, performs prices analyses to determine reasonableness of proposed prices, plans and conducts negotiations if appropriate, and awards contracts, ensuring required reviews and approvals have been obtained.
-Guidelines are normally not directly applicable.
-Administers long-term, complex contracts for procurements of extensive, highly specialized new or innovative equipment systems, research, facilities construction and services affecting major agency programs and having significant impact on contractor's operations and on local geographic areas.
-Responsible for full administration of awarded contracts.
-Performs a full range of contract administration functions for delegated contracts and Basic Ordering Agreements (BOA) and delivery orders issued there under.
-Analyzes, evaluates, and reviews procurement programs and issues.
-Develops and issues policy for major organizations or programs.
-Analyzes and evaluates cost and pricing data elements to determine price reasonableness for major acquisitions with limited precedent data available.
-Terminates highly specialized and/or long-term complex contracts that affect a wide range of procurement activities or contractors' operations or have a significant impact on local geographic areas.
