Position may be filled at the GS-09 or GS-11 level. At the GS-09 level, the duties are developmental in nature, leading to the full performance level of the GS-11. At the full performance level, the incumbent:
-Provides technical advice on environmental activities related to CVP endangered species issues, environmental compliance, reservoir management, in-stream flows, water quality, fish passage, fish screen effectiveness, fish hatchery operations and fish and wildlife habitat restoration and enhancement.
-Plans, develops and executes field investigations of fish and other aquatic species population responses to complex water operations in the CVP and associated riverine systems.
-Reviews reports to assure technical adequacy in the compilation and presentation of fishery and wildlife data, assumptions, and conclusions.
-Prepares work plans, budget documents, permit applications, develops schedules, and salmonid restoration program activities.
-Prepares scopes of work for contract services and oversees contract work. May serve as a Contracting Officer’s Representative (COR).
-Provides training and direction to a small staff of biologists and technicians involved in data collection, sampling and monitoring fish and related resources.
-Provides reviews, consultation, membership, and advice to committees and technical work groups regarding collection of fishery data on ongoing projects. Provides advice on fishery study design, collection of data, and analyses, important to the evaluation of the fishery resource and related habitat.

Time-in-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

1. Technical knowledge of a wide range of fishery subjects, statistics, in-stream flows, habitat restoration, life histories, harvest management principles, hatchery operations, fish passage, fish screens, genetics, and computer modeling of habitat for anadromous salmonids to be able to provide project management, advice and technical assistance for a wide range of fishery and environmental issues.
2. Knowledge of Federal, State, and local resource management agency mandates for environmental permitting, NEPA, CEQA, Endangered Species Act section 7 consultation, and the Fish and Wildlife Coordination Act.
3. Ability to communicate orally and in writing, and negotiate successfully to represent the interests of the Office.
4. Skill in data collection, analysis, evaluation and interpretation, to evaluated fish-run sizes, population structure, habitat needs, and response to habitat improvements.
5. Ability to develop and coordinate the direction of biological data collection and evaluation techniques.
6. Ability to initiate contracting actions, serve as the Contracting Officer’s Representative, and provide job inspection for fish and fish habitat-related restoration activities.
