Basic Education Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: For applicants to be determined qualified, your resume must identify one year of specialized experience at the NH-02 (GS-11) band level or equivalent which includes work that evolves: 1) Participate in integrated product/process team (IPT) acquisition planning and acquisition strategy development; 2) Conduct business evaluations of proposals, to include cost and/or price analysis, and present results to advisory boards; 3) Conduct negotiations within approved objectives and document results in price negotiation memoranda; 4) Perform the full range of contract administration functions.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-11 grade (or equivalent).

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.
This position is covered under an alternative personnel system known as the DoD Acquisition Workforce Demonstration Project. The Demonstration Project replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position incorporates former GS-12 step 1 through GS-13 step 10 grade levels and salary levels. Pay increases within the pay band will be accomplished through the Contribution-Based Compensation and Appraisal System.
