ACC-APG Belvoir Division provides cradle-to-grave contracting support for R&D, Weapon System development, production and services to support PEO-CS&CSS-PM Expeditionary Energy and Sustainment Systems (PM E2S2), PEO-IEW&S-Pro Project Manager Terrestrial Sensors (PM TS), PEO Ammunition Product Director Combat Armament & Protection Systems, and RDECOM-CERDEC-Night Vision Electronic Sensors (NVESD).

Implement a higher level of customer satisfaction for internal and external customers.
Performs advanced procurement planning with concerned technical program offices and coordinates with executing contracting organizations to gain approvals for the acquisition strategies and supporting documents for specific requirements.
Provides policy and acquisition guidance to the PM personnel engaged in planning and scheduling acquisition actions to ascertain whether they adhere to policies, suitability of recommendations, protection of the Government's interests, practicability of delivery schedules, etc.
Recognizes problem areas and provides advice and assistance in such areas as policy, requirements, procedures, and methods.
Monitors cost and performance analysis and recommends actions necessary to assure compliance, according to contract terms.
Recommends the types of contracts, requirements for special terms, clauses and/or provisions, and defines the acquisition plan based on input from the Project Managers, users, engineers and other functional specialists.

Specialized experience is defined as: providing contracting guidelines, acquisition guidance, procurement planning, analysis of all contracting matters, and Pre-award and Post-award advice and guidance.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS13.
Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. This requirement can be obtained within the degree or in addition to the degree.
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, are also exempt from meeting this requirement.
