· The primary purpose of this position is: to evaluate on a continuing basis, the condition of natural resources and work in a team environment to minimize, mitigate, or eliminate impacts of Air Force activities on natural resources. The incumbent develops and implements the range environmental and natural resources programs.
· Establishes and maintains active liaison with the Cooperating Agencies (Marine Corps Air Station, Yuma; US Fish and Wildlife Service (USFWS), Bureau of Land Mangement (BLM), and Arizona game and Fish Department (AGFD) and with the 30 or so other agencies having a legitimate interest in the range.
· Operates a computerized, geographically-oriented database developed in conjuction with INRMP.
· Implements, in coordination with Air Force and Navy/Marine Corps public affairs offices and other agencies, an active public information and education program.
· Designs, conducts, and coordinates natural resources projects and field surveys covering a wide range of resources and ensures that data collection is completed to acceptable standards.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of techniques, concepts, principles, and practices to include knowledge of the areas of wildlife conservation, biology, forestry, ecology, ecosystems management and related programs. Requires a thorough knowledge of Air Force land management policies, priorities, and procedures and federal and state environmental and natural resource laws, regulations, and policies to ensure all plans and programs are consistent with such policies, priorities, procedures, and legal requirements. Experience in project management to include programming future year projects, writing statements of work and cost estimates, evaluating contractor proposals, and managing work performed by contractors to include reviews of technical documents.
2. Knowledge of the laws, regulations, theories, and processes involved in natural resource management, Endangered Species Act compliance, and military use of airspace. Good working knowledge of threatened and endangered species listing and delisting procedures, consultation procedures, and life requirements is preferred. Knowledge of the interests and objectives of various agencies and their efforts regarding the development and management of natural resources and ability to provide reasonable solutions to problems and skill to analyze data in preparing studies and reports on the impact of various management of public practices on resources.
3. Skill in providing sufficient, sound professional natural resource management recommendations and counsel to higher level management and other professionals involved with the BMGR and the Air Force Natural Resource Program.
4. In addition to a normal wildlife management background, the incumbent must either posses or be able to secure and apply from other sources, expertise in other fields of biology and natural resources. Detailed working knowledge of the environment (plants, animals, and physical resources) of southern Arizona is desirable.
5. Ability to communicate effectively both orally and in writing, to include presentations to technical and lay audiences, and ability to use common computer software, such as word processing, spreadsheets, presentation graphics, and database. Ability to use ArcView geographical information system is preferred.
6. Demonstrated ability to work with multiple offices or agencies to manage land resources or other cross-jurisdictional issues. Ability to build good working relationships with other people from various agencies, groups, special interest groups, and general public.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
