This position is located in the Department of Homeland Security (DHS), National Protection and Programs (NPP) Law Division. NPPD leads the national effort to protect and enhance the resilience of the nation's physical and cyber infrastructure. As an NPP Attorney Advisor, the individual selected for this position will serve OGC as a legal advisor in support to the National Protection and Programs Directorate (NPPD) and assist NPPD in the interpretation of laws, regulations, and other sources of authority as necessary for execution and oversight of NPPD program areas.
The Primary purpose of this position is to provide intellectual property law support to NPPD, with an emphasis on cybersecurity matters. The individual will be responsible for providing legal and policy advice and guidance to NPPD on matters relating to licensing, terms of service, data rights, particularly as set forth in the Federal Acquisition Regulation (FAR)-based clauses, copyright and trademark matters, and to a more limited extent, patent matters. The selected individual must be able to analyze complex legal and factual issues, perform underlying legal research, provide counsel to senior officials and must have excellent writing skills.
This is a permanent appointment in the Excepted Service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment are required to serve a two (2) year trial period. Upon successful completion of the required trial period, this position will be permanent.

Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy.
