WHO MAY APPLY: All qualified Career or Career Conditional Non-Dual Status TECHNICIANS who are currently employed by the Missouri Army National Guard.
APPOINTMENT FACTORS: This position is a Non-Dual Status (NDS) Temporary Promotion vacancy NTE One Year. This is a Career/Career-Conditional Appointment that does not require National Guard membership. Management retains the right to terminate this temporary promotion action OR convert this position to permanent status without further competition. This is a non-bargaining unit position.

Serves as the principal human resource development advisor and consultant to key management on the full range of human resource development (HRD) options for a variety of professional, administrative, technical, and trades and labor occupations. Provides guidance and advisory services to operating managers in analyzing and proposing solutions to human resources management problems. Relied on by management officials to provide comprehensive guidance and advice in areas such as: self-development activities, mandatory courses, individual development plans, performance improvement plans, .Professional Education Center courses, Management Development Center courses, comprehensive guidance and advice in areas such as supervisory courses, and technician retirement courses. Provides guidance for Continuation in Service Agreements, available funding, and college tuition. Develops policy and procedures for identifying organizational and individual training needs, training opportunities, and sources of needed training for positions in technical, professional, administrative, managerial, and skilled occupations. Formulates, develops, implements and administers new or modified policy, systems, methods, and guidance on a variety of functions based on analysis of new or proposed laws, regulations, and policies to determine the impact on training and/or travel of technicians. Performs other duties as assigned.
