Job Overview


This is a management position located in OPM's internal Human Resources office. As a Supervisory HR Specialist, you will serve as the Deputy Human Resources Director for OPM Human Resources, Employee Services, working under the broad general direction of the Deputy Associate Director for Human Resources/Deputy Chief Human Capital Officer. You will serve as alter ego for the Deputy Associate Director, providing support to the planning, organization, and coordination of a full range of Agency-wide human capital management programs and services to ensure that the Office of Personnel Management has the human resources needed to deliver its mission. You will support the delivery of human resources services in an agency of approximately 5,600 permanent employees through Human Resources staff located at OPM headquarters in Washington, DC, and in Boyers, PA.


As a Supervisory HR Specialist, you will:

  • Develop internal HR policies, procedures and guidance.

  • Provide advice and assistance to OPM managers and employees on the full range of human resources strategies, tools and programs.

  • Provide advice and assistance to OPM managers and employees on new flexibilities as provided by law and regulation.

  • Create strategic and tactical plans to enable OPM HR to meet annual goals and objectives.

  • Gather, analyze, and interpret a wide variety of workforce data.

  • Manage OPM's internal learning and development program.

  • Assess the quality and effectiveness of customer service to OPM's line executives and managers, and recommend adjustments as necessary to ensure that top quality customer service is provided.

  • Respond to inquiries, concerns, or complaints from agency managers, and employees.

  • Lead fact-finding and research on proposals from program officials/managers regarding program changes, reorganizations, and other activities.
