APPOINTMENT FACTORS: This is an Indefinite Excepted Service position. Employment can be terminated with a 30 day notice. Management has the right to convert this position to permanent status without re-advertising. In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status. Under an indefinite appointment, the employment is subject to a 30 day termination notice. This is a non-bargaining unit position.

Develops, implements and evaluates the personnel and administrative policies. Serves as the primary advisor for the command in the areas of personnel, legal, and medical operations. Provides oversight for and consolidates unit level feeder reports. Develops command level guidance and oversees the implementation of the enlisted promotion management system. Ensures timely completion of military personnel evaluation reports. Provides assistance and guidance in the preparation of officer promotion packets for required board actions. Responsible for planning and coordinating health service support (i.e. annual medical certification, vaccinations, physicals, profiles, medical review boards, etc) for the command. Makes day-to-day decisions for the commander in the area of personnel .assignments. Ensures the completion of line of duty (LOD) investigations and responds to congressional inquiries and IG complaints. Reviews, analyzes, and provides recommendations relative to proposed Modified Table of Organization and Equipment (MTOE) and/or force structure changes to determine the impact on personnel authorizations. Keeps abreast and ensures the implementation of new policy statements, regulations, and directives issued by higher headquarters concerning administrative and personnel activities. Coordinates and assists in developing plans for recruiting and retention within the command. Coordinates with civic officials, club officers and school officials for such things as recruiting activities, communities support projects, natural disaster or civil disturbance planning, use of facilities for training and for such things as recruiting and security of those facilities. Plans, organizes and assigns work to employees engaged in personnel and administrative work assigned at the command level. Provides technical assistance and guidance to organizational personnel.. Prepares requests for filling vacancies to meet workload requirements. Participates in the selection of subordinates from lists of eligibles. Establishes performance standards and evaluates employee performance. Approves and disapproves leave. Receives and resolves or participates in the resolution of grievances or forwards to higher level management for resolution. Acts to resolve disciplinary problems or forwards to higher level management for resolution. Performs other duties as assigned.
MILITARY REQUIREMENTS:
Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor (grade inversion).
IMPORTANT NOTES: Permanent Change of Station (PCS) allowances are not authorized for this position. Required Security Clearance is Noncritical Sensitive.
Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
