The Pretrial Services Agency for the District of Columbia (PSA) is an independent federal entity within the Court Services and Offender Supervision Agency for the District of Columbia (CSOSA). The agency assists judicial officers in both the Superior Court of the District of Columbia and the United States District Court for the District of Columbia by formulating pretrial release recommendations and providing supervision and services designed to reasonably assure that defendants return to court and do not engage in criminal activity pending their trial and/or sentencing. PSA has responsibility for over 17,000 defendants annually, with approximately 4,600 individuals under supervision on any given day.
PSA fulfills its mission of promoting pretrial justice and enhancing community safety through a variety of integrated and innovative programs. At the initial stages, PSA conducts interviews, background investigations and risk assessments of arrestees, and presents recommendations for consideration by judges in setting release conditions for defendants pending trial.
Defendants released under supervision present a variety of risk profiles, and PSA utilizes a wide range of supervision techniques to support the court-ordered conditions of release. These include: regular contact with a pretrial services officer; drug testing; stay away orders; substance use disorder treatment; mental health treatment; location monitoring; work release programs; and specialized services and supervision for defendants with mental illness, intellectual disabilities and/or substance use or mental health disorders. PSA provides the courts with information about defendants' compliance or lack thereof with court-imposed release conditions.
This position is in the Senior Executive Service (SES) and is a Career Reserved position. Positions in the SES are not graded; see the salary range above. Members of the SES are also eligible for awards and pay increases based on performance. Veterans' preference is not applicable to the SES. For this position, PSA is using the Traditional Method to evaluate applicants based on a resume and narratives addressing each Executive Core Qualification (ECQ) and Professional Technical Qualification (PTQ). Applicants who meet ECQ's and PTQ's will be considered basically qualified for this position; however, only those candidates who document membership in or eligibility for admission into the DC Bar without examination will be considered. An Executive Resources Board (ERB) will evaluate these basically qualified applicants to determine the best qualified. Category Rating is used to evaluate applicants using three categories (Best Qualified, Well Qualified, and Qualified) to determine the degree to which applicants meet requirements and to identify those who will be referred for further consideration. If the selectee is being initially appointed to the SES, his/her ECQ's must be reviewed and approved by a Qualifications Review Board convened and managed by the Office of Personnel Management (OPM).
