This National Guard position is for a BASE OPERATIONS SUPERVISOR, Position Description Number D1162000 in SPMD 1921and is part of the MO Camp Clark Training Site.
APPOINTMENT FACTORS: This position is a Temporary/Temporary Promotion NTE One Year vacancy in the Excepted Service. If selected individual is in a Permanent status (Tenure 1 or 2), that individual will be placed on a temporary promotion and will retain their permanent status. If selected individual is in an Indefinite status (Tenure 3), that individual will be placed on a temporary promotion and will retain their Indefinite status. Any other individual selected for this position will be placed into a Temporary appointment. Management retains the right to terminate the temporary appointment or temporary promotion action without further notice. Permanent and/or Indefinite status individual will return to their former position when the temporary promotion is terminated. The incumbent is not expect to return to this position until 1 June 2019. Until the incumbent returns to this position, the temporary/temporary promotion can be extended beyond one year. This is a non-bargaining unit position.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an Excepted Service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
Manages the overall operational aspects of the Training Center, to include long and short range planning, and directing the operation, maintenance, repair, rehabilitation, and construction of all real property. Oversees all installation training center facilities, utilities, buildings, structures, roads, ranges, water systems, disposal systems, sewage systems, bridges, communications and electrical systems. Oversees the development and implementation of the Training Center Master Plan and Range Development. Ensures the provision of supply, support to troops, and training at the installation to include requirements, procurement, storage, issue and control of ammunition, POL, Post Camp and Station property, cantonment supply and billeting, and transportation motor pool operations. In conjunction with the parent Garrison Commander/Manager, manages a variety of funds including program management of Range and Training Program (RTLP) funds and Integrated Training Area Management (ITAM) funds. Implements programs to ensure compliance with all environmental and natural resource regulations established by Federal, state, and local agencies. Ensures the continuous operational mobilization readiness of the training center and the operational ability on short notice (less than 24 hours) to support state and federal agencies in support of national defense initiatives. Oversees the development and implementation of peacetime aspects of the training center mobilization mission to include preparation and maintenance of the installation mobilization plan and mobilization information packet. Communicates and coordinates with the staff and various organizational headquarters on matters pertaining to supply and training support activities. Develops procedures and implements programs to ensure the physical security and safety of the employees, tenants, facilities, and property of the installation Training Centers. Primarily serves as a 1st level supervisor. Directs, coordinates, and oversees the work of subordinate supervisor as applicable. Plans and schedules work to be accomplished by subordinates, sets and adjusts short-term priorities. Recommends selections for subordinate supervisory position. Performs other duties as assigned.
