This National Guard position is for a SUPERVISORY FACILITY DESIGN & PROJECT MANAGEMENT SPECIALIST, Position Description Number D1125000 in SPMD 1220and is part of the MO Construction and Facilities Management Office.

APPOINTMENT FACTORS: This position is a Temporary/Temporary Promotion NTE One Year vacancy in the Excepted Service. If selected individual is in a Permanent status (Tenure 1 or 2), that individual will be placed on a temporary promotion and will retain their permanent status. If selected individual is in an Indefinite status (Tenure 3), that individual will be placed on a temporary promotion and will retain their Indefinite status. Any other individual selected for this position will be placed into a Temporary appointment. Management retains the right to terminate the temporary appointment or temporary promotion action without further notice. Permanent and/or Indefinite status individual will return to their former position when the temporary promotion is terminated. The incumbent is not expect to return to this position until 30 September 2018. Until the incumbent returns to this position, the temporary/temporary promotion can be extended beyond one year. This is a non-bargaining unit position.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an Excepted Service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Duties

Administers, coordinates, and verifies design work and projects performed by Architect and Engineer (A&E) firms, characterized by large funding costs and long duration times. Prepares design scopes of work that reference NGB design criteria and establishes standards for project design. Selects, or recommends selection of A&E firms for award of design contracts. Manages and schedules design development and obtains Federal/state approval at each design stage through to completion. Responsible for reviewing, accepting or amending work by A&E firms and rejecting work not meeting established standards. Reviews payment requests for accuracy, verifies work billed, and recommends payment. Proposes new policies and methods to meet unique mission requirements and develops new methods, as required. Requests construction funding. Working in concert with the Contracting Officer, manages the bidding process and recommends award of construction contract to responsive bidder according to established guidelines. Reviews contractors' description of materials and equipment for acceptability subsequent to contract award; reviews and approves shop drawings, work and material schedules; assists in coordinating construction and renovation activities; reviews contractors cost breakdown; and provides advice on proposed contract substitutions and/or deviations from contracts. Coordinates change orders, approvals and availability of funds. Advises Contracting Officer of project deviations. Verifies eligibility for partial payments to contractors on completed portions of overall projects. Provides guidance on the development of building environmental, energy, security, and communication systems both for programmed new construction and for retrofit of existing buildings. Prepares initial plans and specifications for alterations/repairs. Investigates construction requests to determine propriety. Provides guidance and input to the Improvement Program for ARNG Armories. Coordinates with military, Federal, state and local government agencies on mailers concerning fire prevention, protection and suppression. Administers, plans, coordinates, and directs the activities of subordinate personnel. Performs the full scope of supervisory personnel functions including the assignment of duties; participates in the interview and selection of employee; schedules and approves leave; ensures indoctrination of new employees; provides training; evaluates performance; initiates action to upgrade positions; and resolves disciplinary problems. Establishes shift schedules and assigns personnel based on workload to ensure adequate coverage of operations. Performs other duties as assigned.
