This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

Duties

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

MAJOR DUTIES:

·              The primary purpose of this position is to serve as the Foreign Material Exploitation (FME) financial plans and program analyst.

·              Serves as the financial plans and program analyst for NASIC/GXF.  Plans, develops, executes, and manages funding and program control functions as defined in AFI 99-114.

·              Prepares FME program plans, budget estimates, and financial spend plans for General Defense Intelligence Program (GDIP) and Program Objective Memorandum (POM) programs for inclusion in Air Force FMP budget and financial plans. 

·              Develops prioritized spend plan for NASIC /GXF.  Formulates and oversees NASIC /GXF project financial accounts.

·              Conducts contract management techniques for FME support contracts; and mentors and advises FME Project Managers on funding strategies and sources for their specific FME projects and/or tasks.

·              Represents NASIC/GXF at service, DoD, and other national-level committees or integrated product teams (IPTs) concerning funding and resource policies.
