Duties

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

The organizational location of this position is:  US AIR FORCE HQ PENTAGON, VA.

Duties:

·         Serves as a Budget Officer, providing budgetary administrative functions required to support programs administered and developed by SAF/FMBIB to include Air Force, national and ASD/C3I and programs of the Intelligence Systems Support Office.

·         Senior Budget Officer responsible for formulating, justifying and defending the resources required for the management of multiple Program Elements on multi-year/multi-appropriated funds (i.e. O&M, Procurement, RDT&E, MILCON, etc.). Establishes the master schedule for logical sequencing and timely accomplishment of the programming and budgeting cycle for multiple appropriations.

·         Senior Budget Officer responsible for budgeting key Air Force, national, C31, and ISSO budgets. Work requires extensive knowledge of DOD budgetary policies, precedents, goals and objectives. Provides financial advisory services to the Director, Deputy Director, program managers and other government representatives.

·         Senior Budget Officer provides financial advisory services for the Director, Deputy Director, senior program managers and agents from other participating agencies. Also provides support to OSD in the justification and validation of multiple intelligence projects.

·         Directs, plans, and prioritizes the budget and administrative projects, requirement and deadlines; manages and directs the work efforts of government and contractor personnel and oversees the technical aspect of geographically separated analysts.

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.
