DUTIES AND RESPONSIBILITIES:
This position is located in the Joint Forces HeadquartersState, Logistics Directorate (J-4/G-4), State Surface Maintenance Management Office. The purpose of this position is to review and analyze maintenance data, prepare reports, and exercise oversight over a variety of maintenance programs.
(1) Reviews, extracts, analyzes, and collates maintenance data and prepares maintenance summaries from reports submitted by subordinate maintenance and Class IX activities. Summarizes and interprets collected data and compares data to maintenance plans, standards, and actions. Assists work center supervisors interpret and use the reports and information provided by the analysis unit. Develops charts, graphs, tables, and visual media to present trends, performance status, capability, and related management information. Aids functional areas in identifying areas of record documentation and procedures which can be streamlined, combined, or improved and initiates methods to operate under new or revised system.
(2) Administers, consolidates, edits, and analyzes manpower utilization reports. Collects data, reviews for completeness and accuracy, and analyzes the final product for impact on the maintenance community. Provides analysis on trends to other supervisors. Compares density of equipment with the Equipment Status Report (ESR) and End Item Master Identification File (EMIF). Computes personnel requirements based on density and manpower equivalents using Surface Maintenance Requirements database or equivalent.
(3) Prepares reports of man-hour utilization for each shop and its effect on the states backlog goals. Develops and implements standard operating procedures (SOPs) for the tool and equipment calibration program. Coordinates automation of the Master Calibration file with data processing (ADP) personnel, and may be required to code or format standard reporting data. Ensures inventory and recall system is accurate and concise and follows up to ensure all items are turned in for calibration as scheduled. Responsible for scheduling and coordination of the Depot Calibration Team with the supporting US Army Depot.
(4) Oversees the Army Maintenance Management System (TAMMS) program by assisting in training and instructing maintenance activity personnel in the preparation of forms, records and reports submitted; initiating required follow-up action; notifying units and maintenance activities of corrective actions required and improvements needed in future reporting; and ensuring consolidation and submission of reports. Maintains close liaison with the National Guard Bureau (NGB), National Maintenance Point (NMP), Logistical Data Center (LDC), and other activities to improve maintenance within the state. Coordinates automation of reports with systems personnel and may be required to convert standard reporting data to codes and/or formats. Coordinates with NGB to recommend both system and functional revisions to the standard army maintenance reporting system.
(5) Distributes maintenance bulletins to improve maintenance in the state. Writes TAMMS letters to establish procedures and provides information for budget formulation. May attend meetings as designated by the Surface Maintenance Manager to provide data/information or advice on maintenance operating and procedural requirements. Visits maintenance activities (CSMS, MATES, UTES, FMS) on a periodic basis to assure compliance with directives or to advise on management procedures.
(6) Develops and manages the Rust-Proofing/Repair Program. Forwards inquiries for contract bids and is instrumental in contract negotiations for commercial rust proofing. Determines fiscal requirements based on number and types of vehicles to be rust proofed. Collects all data and prepares quarterly reports.
(7) Manages the SLEP, KWO, PIP, and Depot Overhaul Programs in the state to ensure compliance with directives and coordinate shipping documentation and transportation requirements.
(8) Manages the End Item Master Identification File (EIMIF). Reviews the asset report to determine when equipment is received or transferred within the state. Collects, analyzes, consolidates, and submits pertinent data to NGB. Recommends disposition of equipment due to usage and age.
(9) Manages the Army Non-Aeronautical Oil Analysis Program. Monitors program to ensure compliance with appropriate regulations.
(10) Monitors the Quality Deficiency Reports and Equipment Improvement Recommendations Programs. Reviews submissions for adoption of suggestion and recommends monetary awards.
(11) Performs other duties as assigned.

GENERAL EXPERIENCE: Experience, education or training involving administrative or clerical experience (i.e., applying guidelines, rules and regulations to assignments, composing correspondence, researching and compiling information and data, and records administration). Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: You MUST possess and document 12 months experience, education or training evaluating and determining regulatory compliance. Experience using guidelines, methods, precedents and techniques applicable to the specific programs or phases relative to the position. Experience conducting studies, preparing reports, and making changes to eliminate ineffective operations.
