NASA Langley Research Center is seeking qualified applicants for the position of Attorney-Adviser in the Office of Chief Counsel located in Hampton, Virginia. This position provides legal services with respect to all matters of law and legal policy affecting Langley Research Center programs and operations, including the planning and implementation thereof. Responsibilities involve representing the legal interests of Langley Research Center dealing with responsible officials at all levels within the Center, NASA Headquarters, other federal agencies, state and local governments, universities and private industry.
This position is in the excepted service and exempt from competitive appointment procedures. It is excluded from provisions of the Career Transition (CTAP) and Interagency Career Transition Assistance Plan (ICTAP).
The full performance level for this position is GS-15. The employee may be non-competitively promoted to the next grade when qualified and recommended by management. Identification of promotion potential in this position does not constitute a commitment or an obligation on the part of management to promote the employee.

Participates in a variety of legal activities designed to assure adequacy and propriety in Center activities and documentation; protect legal and financial rights of the Government and parties affected by NASA activities; prevent or minimize litigation risks, claims, or other controversy.
The primary duty of the position involves preparing cases for hearings, representing NASA before administrative boards, and commissions, and conducting any resulting hearings before such administrative bodies, commissions, or courts, and providing assistance to the Department of Justice in litigation involving NASA in federal court. Prepares briefs, motions, responses to complaints and appeals, and other documents for submission before such administrative bodies, commissions, or courts. Conducts research on legal issues, prepares pleadings, motions, interrogatories, fact finding reports, and other related documents. Additional primary duties include providing legal services, advice and representation in the areas of Privacy Act, Federal Tort Claims Act, labor relations, personnel law, alternate dispute resolution, equal employment opportunity, fiscal law, security, ethics laws, Standards of Conduct, and non-appropriated fund activities.
Other additional duties may include:
Assists and participates as assigned, usually as team member, in negotiations with contractors, claimants, or other third parties or agencies. Assists in the preparation and drafting of Space Act Agreements, contracts, grants, cooperative agreements, and other legal documents, including statements of work and specifications, terms and conditions, regulatory directives, and other matters. Provides legal services, advice and representation in the areas of Freedom of Information Act, Space Act, environmental law, export control, and other general legal matters.
Works closely with senior attorneys in the review of a variety of legal and administrative documents for legal sufficiency. Prepares and reviews legislation, reports, and statements to be submitted from the Office of the Chief Counsel. Represents Office of Chief Counsel on Center and Agency teams.
Analyzes factual issues and performs legal analysis based on research and experience with statutes, judicial, and administrative opinions, policies, and practices in both the government and private sectors. Prepares and reviews contracts, memoranda of understanding, grants, or agreements between the agency and individuals, organizations, or institutions in the government and private sector.
The duties may also include, but are not limited to, preparing interpretative and administrative orders, rules or regulations; drafting, negotiating or examining contracts or other legal documents; commenting on proposed legislation; drafting or reviewing decisions for consideration and adoption by agency officials; and planning, preparing and delivering legal presentations and briefings at meetings and conferences within and outside of NASA.
