This position is located within the Office of Emergency Management (OEM), a component of the Office of the Assistant Secretary for Preparedness and Response (ASPR), in the Department of Health and Human Services (HHS). OEM provides executive leadership in overseeing the interagency planning and response activities required to fulfill HHS responsibilities under Emergency Support Function 8 of the National Response Framework (NRF) and Homeland Security Presidential Directive (HSPD) 10. OEM manages the Secretary's Operations Center (SOC); trains and manages the Incident Response Coordination Team (IRCT); plans, implements, and evaluates Departmental and interagency response exercises and the HHS Continuity of Operations (COOP) and Continuity of Government (COG) programs.
Must be able to obtain and maintain a Top Secret Security Clearance.

- Demonstrates expertise in disaster preparedness and response, and exercises substantial knowledge of the National Incident Management System (NIMS), the National Response framework (NRF), the National Disaster Recovery Framework, and demonstrates expertise in coordinating the development of HHS's Common Operating Picture (COP) for National Level Public Health and Medical emergency management.
- The incumbent serves as an Emergency Management Specialist and Watch Officer for the Secretary's Operation Center with responsibilities for developing and implementing programs necessary for execution of all SOC activities.
- Conducts investigations and performs analytical liaison and advisory work to develop and evaluate Public Health and Medical activities that fall under the HHS Secretary's Critical Information Requirements (SCIR's). Assists in development and implementation of protocols for notification to HHS Senior Leadership when SCIR's arc triggered.
- Answers, transfers, or conferences unclassified telephone calls to the SOC. Responsible for setting up conference calls and VTC's using alt available assets. Operates various computer systems, telephone systems, wireless communications systems, and audio/visual support equipment to ensure situational awareness is maintained. On daily basis, updates SOC's Leadership Contact Database with contact numbers and locations of FJHS senior leadership.
- Ensures information is presented with accurate maps and other visual information products; provides
continuous operational situational awareness to SOC on special events, incidents, and crises affecting national level PH&M.

Specialized experience: Applicants must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service, developing emergency management guidelines and structures for general and specific emergency management operations, including contingency plans, continuity of operations (COOP), overseeing emergency preparedness and response systems and services to support disaster response recovery, and furnishing real-time alerts and reports on potential or real emergency management situations.
