AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to ON BOARD Non-Dual Status (NDS) technicians employed within the Florida National Guard.
INTRODUCTION: This position is located in the Force Support Squadron, Mission Support Group, of an Air National Guard (ANG) Wing. The purpose of this position is to serve as the family readiness and support services representative at an ANG Wing and coordinate concurrently with the Force Support Squadron Commander/Human Resources Officer (Director of Personnel (DP)) at each wing, Joint Force Headquarters - State (JFHQ-ST) Family Program Director, NGB Family Programs Office, and US Air Force/Major Command (MAJCOM) Family Readiness Directors. This position is for a National Guard Non-Dual Status (NDS) technician only. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military.

As a AIRMAN AND FAMILY READINESS PROGRAM MANAGER, GS-0301-11, you will be responsible for the overall management, control and execution of the ANG family readiness and support programs. Apply knowledge of management principles, applicable laws, regulations and National Guard Bureau (NGB) guidance to family readiness and support programs. Provide plans for an efficient resource management program and maximum support of service delivery. Analyze Wing/GSU family readiness and support budget functions and provide recommendations to resolve existing or forecasted shortages. Identify family issues that require exploration, development, and resolutions, and determine appropriate methods and resources. Identify and categorize volunteer capabilities, assets and training requirements. Work with the JFHQST Family Program Director (SFPD) to identify and develop training options to the unit family volunteer community. Coordinate information for seminars, conferences, and orientation workshops as appropriate for family members and volunteers. Maintain adequate records and databases to administer the family program and to provide the necessary reports to the Force Support Squadron Commander/Human Resource Officer (DP) and SFPD. Develop monthly or quarterly unit Family Readiness newsletters and solicits articles for the wing, state, and national family newsletters. Develop flyers for all unit related family events and maintain the unit family website.

Permanent Change of Station (PCS) costs MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

NOTE #2: Candidates must have a valid State driver's license for the State in which they live or are principally employed.
GENERAL EXPERIENCE: Must have experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-11 must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
