THIS POSITION CAN BE VIRTUAL OR LOCATED IN AN ORO WORKSPACE IN WASHINGTON, DC, DULUTH, GA, BEDFORD, MA, OR HINES, IL.
LOCATION WILL BE DETERMINED UPON SELECTION. SALARY WILL VARY DEPENDING ON LOCATION.
This position is located within the Department of Veterans Affairs, Veterans Health Administration (VHA), Office of Research Oversight (ORO), Human Research Protection (HRP) Workgroup. ORO reports directly to the Under Secretary for Health (USH) and is the primary office for advising the USH on matters related to assurance and compliance with VA and other Federal requirements for the protection of human research subjects, laboratory animal welfare, research safety and security, research information security, research compliance officer education and oversight, and research misconduct. Duties will include:
· Evaluating research compliance programs and strategies against specified objectives, and making recommendations for program improvement.
· Clarifying research compliance issues, and providing advice and technical assistance.
· Coordinating the review and evaluation of research compliance, and providing recommendations for program strategies and modifications.
· Leading, participating in, or supporting ORO reviews of VHA research facilities to assess compliance with laws, regulations, and policies governing federal research, as relevant to the area of human research protection.
· Drafting and finalizing written reports summarizing research compliance concerns and research noncompliance risks.
· Interacting with, coordinating with, participating in, and/or otherwise effectively and collegially supporting the activities of other ORO Subject Matter Programs to ensure fulfillment of ORO's missions.
· Keeping apprised of all applicable laws, regulations, policies, guidance, and good practices in the area of human research protection, and providing consultation and training to ORO staff members, members of the VA research community, and other research professionals as a subject matter expert.
· Participating in evaluations of research programs, and identifying deficiencies.
· Providing general subject matter expertise in the areas of general research administration, research and development committee oversight, review management and integrity (including research misconduct), informatics and analytics, research policy management, and/or research compliance officer education and oversight.
· Providing specialized subject matter expertise in the principles, concepts, methods, and techniques related to VA and other federal human research protection requirements, including regulatory and policy requirements, agency guidance, and normative best practices.
· Interacting with personnel at VA facilities to clarify research compliance issues, providing advice and technical assistance, and arranging on-site reviews of research compliance programs.
· Participating in or leading onsite and remote compliance oversight activities, compliance inspections, and/or compliance reviews of human research protection programs at VA research facilities.
· Conducting complex ORO reviews and system analyses of research compliance, oversight, and assurance mechanisms involving research facilities throughout the U.S. to assess compliance.
· Keeping apprised of all applicable laws, regulations, policies, guidance, and good practices used, and providing consultation and training to ORO staff and other research professionals.
· Providing guidance to research facilities and/or research personnel.
· Assisting with the development of compliance mechanisms and strategic and operational planning.
· Maintaining records, preparing project administrative and statistical reports for review process.
· Analyzing review and evaluation data, providing recommendations for program strategies, modifications, or improvements.
· Evaluating new or modified legislation to determine its impact on human research protections.
· Making programmatic and policy interpretations, collecting and analyzing data, and presenting results through presentations and/or publications.
· Planning strategies for the management and delivery of services for major health science research compliance programs and policies.
· Developing integrated systematic strategies to meet short, medium, and long term goals for very complex and controversial health research compliance programs.
· Consulting with stakeholders and interest groups to develop proposals to respond to major health research compliance issues.
· Representing the agency on major working groups and committees dealing with issues related to research compliance.
· Interacting and communicating with other personnel and functioning effectively as a team member.
