The Department of the Army Recent Graduates Program affords developmental experiences in the Department of Army intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.
After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years).
Placement into a developmental position upon graduation of this Pathways placement may be possible without further competition. Developmental opportunity may lead up to the GS-11, but is not guaranteed. In a developmental capacity:
Review Jurisdictional Determination Requests for completeness and accuracy, and coordinate with applicant/agent as needed.
Assist with and perform jurisdictional delineations, and utilize field equipment.
Utilize ARC GIS, pertinent websites, and computer programs to access information as needed to complete projects.
Evaluate permit and modification requests for completion, and coordinate with applicant/agent and resource agencies as needed.
Prepare public notices, consider public interest review factors, and identify alternatives to satisfy project purpose with less adverse impacts.
Prepare environmental documentation in accordance with requirements of the National Environmental Policy Act (NEPA), the Section 404(b)(1) Guidelines, and other related laws and regulations.
Conduct compliance inspections and assist with investigations of unauthorized work in waters of the United States.
Assist higher-graded specialists with the development and implementation of programmatic initiatives and requirements.

GS-05: Applicants who meet the basic educational requirements are fully qualified for the GS-05 entry grade.
GS-07: For the GS-07 level, you must meet the basic educational requirements in addition to specialized experience. Your resume must clearly describe your relevant experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-05). Specialized experience is defined as: reviewing and gathering information required for wetland
delineations; entering and retrieving wetland delineation and/or permit data in an automated system.
