MAJOR DUTIES: (Detailed duties are on the Position Description available at the Human Resources Office)
This position is located in a Cyberspace Operations unit. This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The purpose of this position is to serve as the Superintendent, Cyber Warfare, ensuring the unit's readiness for the conduct of Cyber Protection Team (CPT) and Industrial Control Systems (ICS) defense operations for the Department of Defense (DoD) worldwide. This includes the analysis, management, and administration of personnel development and utilization programs within the COS, as well as weapon system equipment readiness reporting, and collaborating with higher headquarters and other Cyberspace Operations units, Groups, and Wings. Provides administrative supervision of the unit's full-time support functions, including cyberspace weapon system and IT system maintenance, and commander's support staff.
MAJOR DUTIES:
1. Manages and directs personnel in support of Offensive Cyberspace Operations and Defensive Cyberspace Operations. Manages the execution of operations plans to ensure positive control of assigned resources. Evaluates operational effectiveness of communications, sensors, intrusion detection, and related support equipment. Analyzes national defense guidance and strategic objectives to create operational policies. Implements policy through management of tactics, techniques, and procedures (TTP) to execute assigned weapon systems and command and control (C2) capabilities. Plans, programs, and develops budget inputs to ensure resource availability. Plans and conducts exercises and evaluations to ensure unit meets operational readiness goals, adheres to operational procedures, and uses sound management practices. Manages C2 of cyberspace operations with DoD, interagency and Coalition Forces to establish situational awareness of both friendly and adversary operations. Manages specific cyberspace actions including cyberspace defense, cyberspace operations in support of intelligence operations, cyberspace operational preparation of the environment and cyberspace attack in order to support OCO and DCO. (30%)
2. Monitors and coordinates manning authorizations and military personnel assignments, identifying needs or problem areas to the commander, and collaborating with supervisors on recommendations. Maintains unit attendance records and the notification and counseling of members concerning requirements and the consequences of failure to satisfactorily participate. Monitors unsatisfactory participation. Reports personnel, equipment, and/or training shortfalls to commanders, supervisors, staff, and operators. Submits reports describing the unit's readiness status to the Status of Resources and Training Systems (SORTS) and Aerospace Expeditionary Forces (AEF) Reporting Tool (ART). Provides recommendations to UTC pilot units and Functional Manager on manpower and equipment changes. Establishes subsequent recommendations regarding equipment status. Creates and implements force development and management plans to ensure that mission essential manpower, career development, and long-range mission and force development plans meet with mission and commander's intent. (20%)
3. Conducts studies and analyzes contingencies, deployments, exercises, and mobilizations (CDEM) plans to determine required actions to enhance the COS's combat readiness, and provides recommendations for problem resolution. Assists leadership with the selection, utilization, deployment, and monitoring of personnel forces and equipment to meet CDEM expectations. Evaluates a variety of types of CDEM taskings. Receives inputs from various sources; for example, DOC statements, OPlans, Mission Capability statements, and Unit Manning
Documents (UMDs); reviews for completeness, errors, etc.; requests additional data as needed; and analyzes data. Provides guidance and direction to the commander regarding the COS's ability to accomplish those missions. Compiles and submits a variety of recurring reports related to the status of personnel, training, and equipment. Compiles and evaluates data; makes mathematical and statistical computations; i.e., percentages, ratios, etc., according to prescribed formulas and information given or collected. Makes recommendations to the commander based on personal judgment and analysis of applicable directives and available data. (15%)
SPECIALIZED EXPERIENCE:
Experienced in supervising, leading, mentoring and/or training the duties and mission requirements that ensured unit readiness for the Cyber Protection Team (CPT) and Industrial Control Systems (ICS) defense operations for the Department of Defense (DoD) worldwide. SUMMARY OF TECHNICAL COMPETENCIES FOR THE GS-2210-12 POSITION
Is able to perform, manage, supervise, lead, mentor, and/or train the following Information Technology Management and Cyberspace Program requirements: Communications Security Management, Compliance, Computer Network Defense; Configuration Management; Information Assurance; Information Systems Security Certification; Information Systems and Network Security; Operating Systems; and Security Awareness.
GENERAL EXPERIENCE:
The Cyberspace Operations Professional Certification Program supports the professional development of the Cyberspace workforce and provides a framework for a standard body of knowledge across all DoD Cyberspace programs. Knowledge is mandatory including electronics theory, information technology, telecommunications and supervisory and control systems including cryptography, vulnerability assessment and exploitation techniques. Additionally knowledge will include operational planning, governing cyberspace operations directives, procedures and tactics.
Applicants must obtain and maintain a Top Secret/Special Compartmented Information (TS/SCI) security clearance and Information Assurance Management Program Certification Level Technical Level II (IAT II) to qualify for considerations to hire, promote, or reassign.
Prior to appointment, the incumbent must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and obtain Special Experience Identifier (SEI) 264, Information Assurance Technical Level II (IAT II), IAW current AF directives. |

Must have high school diploma. Dependent on the education requirements for award of the position's compatible military skill (AFSC), an undergraduate degree in Computer and Information Sciences and Support Services from an accredited college/university is desired. Completion of higher education courses in Computer Engineering; Engineering Physics/Applied Physics; Industrial Engineering; Electromechanical Engineering; Electrical, Electronics and Communications; Computer Technology/Computer Systems Technology; Cyber/Electronics Operations and Warfare; Mathematics and Computer Science; Accounting and Computer Science; Computational Science; Management Information Systems and Mathematics; or, courses in business, English composition, computer software, and keyboarding is desired.
