The Udall Foundation Director of Finance and Operations (DFO) acts as the Chief Financial Officer (CFO) of the Foundation and reports directly to the Udall Foundation Executive Director. The Udall Foundation is a Federal micro-agency and employs fewer than 30 individuals total. Accordingly, this position provides an opportunity for the incumbent to be involved in all professional aspects of the Foundation. The DFO/CFO position is responsible for Foundation budget, financial operations, internal controls, information technology and administrative support processes. While the USDA provides many financial services (e.g. processing payments and providing financial statements), many critical budgetary and administrative functions are performed directly by the DFO/CFO. The DFO/CFO formulates fiscal policies, oversees budget formulation and tracking, investments and forecasting; assists with strategic and operations planning; and oversees Information Technology strategy and services. The DFO/CFO serves as a member of the Udall Foundation's leadership team, which includes the Executive Director, General Counsel, and Director - DC Office of the Udall Foundation, Director Education Programs and Director Environmental Conflict Resolution Program. The leadership team works cooperatively on Foundation-wide management issues.

As the Chief Financial Officer / Director of Finance and Operations of Udall Foundation, you will provide executive oversight over financial management (including Trust Fund investments), financial systems, budget and accounting, financially-related program analysis, internal controls, cash management, credit management, debt management policies, procurement, and information technology ensuring standards and compliance guidelines are met and oversee corrective actions relating to internal risk assessments and external audit recommendations. You will interact directly with Federal entities such as the Office of Inspector General, US Government Accountability Office, the Office of Management and Budget and USDA financial services. You manage the annual financial audit.
You will be expected to possess expert knowledge of federal laws, rules, regulations and policies of the federal government, to theorize, plan, and direct the entire financial and budgeting functions for the agency as you will be responsible for all aspects of resource management including, but not limited to:

The Morris K. Udall and Stewart L. Udall Foundation (Udall Foundation) is an independent federal agency in the Executive Branch. All positions with the Udall Foundation are in the Excepted Service.
The Udall Foundation is funded through two separate accounts at the Department of Treasury: the Udall Foundation Education Trust Fund and the Udall Foundation Environmental Dispute Resolution Fund (a special fund). The successful applicant for this position will have experience with both types of Funds.
