Primary purpose of this position is to serve as the Navy General Library Program (NGLP) Administrative Librarian. The Navy General Library Program is located within CNIC, N9 FFR, N92 Fleet Readiness, N922 Recreation Branch. The NGLP manages the MWR Library Program for the Navy as a whole and as such the Administrative Librarian will play a significant role in determining the future of library service to Sailors and their families through Shore & Fleet Libraries as well as the digital library program. The Shore Libraries are brick & mortar library programs; the Fleet Libraries are found in all USS Class vessels (260) and the Digital Library Program involves providing electronic library services 24/7/365 worldwide through Navy portals.

Serves as a Headquarters Subject Matter Expert (SME) for library operations Navy wide, with responsibilities for management and operational support to Navy shore libraries, resource centers, and other shore library programs; shipboard Library Multimedia Resource Centers (LMRCs); and recreational library support to remote & isolated Navy locations and Military Missions in the Unified Pacific Command.
Provides subject matter expertise for the digital library program to include but not limited to the development of the collections and the management of the web sites/portals to deliver the electronic library services.
Provides staff assistance and consulting services to CNIC Regions, Bases and activity managers on general library operations.
Coordinates with Regions and Bases for travel to and evaluation of fleet & shore library programs. Provides out-briefs to command leadership and recommends actions to improve operations.
Recommends and develops standards, methods, procedures and training programs to improve the operation of library programs provided at Navy installations and throughout the Fleet.
Provides timely professional leadership, vision, intensive technical knowledge and direction required to establish program goals, training objectives and budgetary priorities ensuring the growth and quality of library and information services offered to customers.
Writes, revises, evaluates and distributes timely and appropriate guidance, standards, manuals, training aids and other professional documents. Develops programs to train library staff at multiple locations.
Serves as consultant and functional expert on library technologies, collection development and management, programming, and marketing for all CNIC general library programs – fleet, shore, digital.
Provides consulting services to assist the bases & regions with the design and procurement of library specific furniture & equipment. Ensures that the equipment meets Library industry standards.
Establishes measures of effectiveness for general libraries to ensure Navy policies are appropriately executed and command needs are met; consolidates and evaluates the annual automated library report, the DoD and Navy standards, and annual needs assessments from all shore libraries.
Manages the program for all of the DoD MWR Libraries (250+); acquires all of the incentives and tracks receipt at base level; manages three Summer Reading contracts totaling $5M.
Develops budgetary requirements and justification for the program, working in conjunction with the NGLP program manager.
Coordinates the movement of funds from DoD, NAVSEA and other Services/Agencies to acquire library materials & services that benefit all of the military services as well as the Navy afloat and ashore.
Develops purchase agreements, statements of work, sole source justifications and identifies contracting vehicles as necessary for various procurements as necessary.
Serves as the Contracting Officer’s Representative (COR) for various acquisitions.
Coordinates and purchases small acquisitions as program’s credit card holder for NAF (UFM) and/or APF purchase cards.

Master’s degree or higher in Library Science, Information Services or Information Management from an American Library Association accredited degree program.
Experience demonstrating the mastery, through advanced education and/or experience, in the application of theories, principles and techniques of librarianship in order to manage an agency wide geographically and organizationally dispersed library system.
Experience delivering library instruction, strong financial management and budgeting skills.
Knowledge that demonstrates the ability to meet the planning, operational and programmatic needs of various types & sizes of libraries & library programs. Comprehensive knowledge of library materials & collections in all formats of the reading interests and abilities and specialized information needs of naval personnel, in order to provide material support and establish collection development policies and standards.
Knowledge of federal procurement and copyright regulations and of publishing and other media industries is basic to this position.
Sound grasp and technical expertise in computer systems, networks and delivery methods as they relate to the provision of library services to Sailors and their families.
Skill in communicating professional knowledge of educational principles, practices and operations of the library system.
