The Louis Stokes Cleveland Veterans Affairs Medical Center is recruiting for a Telecommunications Manager. The Telecommunications Manager will function in Health Care Technology Service and will serve as chief of the service. The Telecommunications Manager duties include:
Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m., but may require flexibility based on needs of the service

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. This position will require walking to and from various meetings. Community visits will require the ability to drive a vehicle. Work is typically performed in a climate controlled office with adequate light.

Basic Requirements:
Education: Undergraduate or graduate education in a major field of study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

Minimum Qualifications:
Specialized Experience: At least one year of specialized experience equivalent to the next lower grade level (GS-13) in federal service. Specialized experience is defined as experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the Telecommunications Manager. Examples of specialized experience include: reviewing, analyzing, and resolving difficult and complex telecommunications porblems; analyzing requirements for a range of user communication needs; developing overall telecommunication plans for a large installation or administrative region that includes several different operating environments; developing specifications for new or upgraded telecommunications systems or components; providing policy guidance in development of program documents and informational data to support the long-range maintenance program, which includes the development of program scope documents; and interpreting policy originating from higher organizational levels, developing local policy and implementing instructions, providing authoritative interpretations and guidance to management officials and other telecommunications specialists, and resolving issues involving conflicting telecommunications requirements.
