The purpose of this position is to supervise workers directly or through subordinate leaders and/or supervisors in accomplishing work of the function. Plans work operations of great scope, complexity, and administrative authority. Determines the sequence, priority, and time for performance of operations within the limits of broad work schedules and time limits. The occupation and non-supervisory grade level which best reflects the nature of the overall work operations supervised is Surface Maintenance Mechanic, WG-5801-11.

In order to meet the minimum qualifications for this SURFACE MAINTENANCE MECHANIC SUPERVISOR position, you must meet the following criteria.
GENERAL EXPERIENCE:
Experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports.
SPECIALIZED EXPERIENCE:
Must have at least 36 months of experience in addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performedby this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.
KSA's:
Candidates will be evaluated on the basis of the KSA's listed below. Written response to each KSA will ensure that specialized experience criteria is recognized and credited.
1. Knowledge of the mechanical makeup, operation, and working relationships of complex interconnecting system, assemblies, and parts for a variety of combat, tactical, commercial, special purpose vehicles and equipment.
2. Ability to establish deadlines, priorities, and work sequences, and plans work assignments based on general work schedules, methods and policies.
3. Skill to perform non-supervisory work such as transporting equipment, performing maintenance tasks, etc.
4. Knowledge to comply with federal regulatory Occupational Safety and Health, and Environmental requirements.
5. Ability to provide general instructions, standard procedures, overall priorities and policies.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

A panel of three members will be appointed to rate the candidates using the KSA factors. Experience will be evaluated in terms of type and quality in relation to the requirements of the position. Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal.
Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence:
1. Category I: All excepted service technicians in the New York Army National Guard for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.
2. Category II: All currently employed excepted service technicians in either the New York Army or New York Air National Guard.
3. Category III: Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard.
* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
