We anticipate an immediate opening for a NF-05 level attorney to serve as an Associate Counsel, Headquarters Marine Corps, Manpower & Reserve Affairs. Quantico, VA. This position supports Marine and Family Programs Division of Manpower & Reserve Affairs.
The Office of Counsel, M&RA, is a headquarters level office under the Office of Counsel for the Commandant,
U.S. Marine Corps,Washington, D.C., and the Office of General Counsel for the Department of the Navy (OGC). The Associate Counsel reports to the Counsel, M&RA. The position generally support the Deputy Commandant, M&RA and directly supports the Marine and Family Programs (MF) Division, one of six divisions under the cognizance of the Deputy Commandant. The Office of Counsel, M&RA consists of a Counsel, Associate Counsel (Labor), Associate Counsel (Military), two NAF Associate Counsels, and one paralegal.
The incumbent will provide legal advice to the MF staff on appropriated (APF) and nonappropriated fund (NAF) programs including but not limited to behavioral health nonmedical counseling programs, child and youth programs, exceptional family member programs, transition readiness, voluntary education, sexual assault prevent and response, family readiness, and casualty affairs. The incumbent is responsible for providing accurate and concise legal advice on a widely diverse issues including but not limited to Marine Community Corps Community Services (MCCS) activities, Morale/Welfare/Recreation (MWR) activities, Exchange services and operations, NAF construction, NAF procurement , NAF financial operations and fiscal issues, NAF workers compensation, commercial sponsorships, ethics, FOIA, Privacy Act, intellectual property, audits/investigations, and civilian personnel matters to include employee grievances, disciplinary actions, discrimination complaints and civilian personnel litigation.
