COST OF LIVING IN ISRAEL: The cost of living in Israel is quite high. Most purchases, except for fruit and vegetables, are subject to a 17 percent value-added tax (VAT). The VAT will be reimbursed at the rate of 17 percent to the extent that original tax receipts are submitted monthly to the U.S. Embassy VAT department; reimbursement takes between 6 to 8 months. Food is relatively expensive with the exception of fruits and vegetables in season. Auto insurance cost is based primarily upon engine size and will range from $1,800 to $3,500 per year, paid in one payment. Motorcycles and mopeds are inadvisable for safety reasons.
TOUR OF DUTY: The initial tour of duty is 24 months with possible extensions of up to a maximum tour of five years. Selected candidate must agree to complete their full 24 month tour, and will be required to sign a transportation agreement and minimum service agreement prior to assignment overseas and upon return to their CONUS position. Return rights to CONUS position will be granted in accordance with DCAAM 1400.1, Chapter 38, Section 1-7.

DUTIES: Serves as Senior Auditor in the Israel Suboffice with responsibility for planning, performing, and reporting any or all of the full range of complex contract audit assignments in connection with procurement and contracting activities between the U. S. Government and the contractor. The Israel suboffice does not have onsite professional support staff; therefore, auditors are often tasked with additional administrative responsibilities related to maintaining a suboffice overseas.
TRANSPORTATION:Shipment of one privately owned automobile is authorized at U.S. Government expense; however, it is recommended that the passenger vehicle be in excellent condition. Repair of vehicles is quite expensive and parts for some car models may not be readily available in Israel. Gas cards may be purchased at the Embassy and generally result in gasoline costs comparable to U.S. prices.
RECREATIONAL ACTIVITIES:There are a variety of recreational opportunities available, including tennis, scuba diving, snorkeling, golf, horseback riding, bicycle riding, hiking, and other sports. All equipment is relatively expensive in Israel so it is advisable to bring recreational equipment with you if you participate. In addition to discovering many places of interest in and around Israel (Jerusalem, Galilee, Nazareth, Akko, Masada, the Dead Sea, Petra, etc.), there are many activities to enjoy (e.g., festivals, watersports, sporting events, and concerts). Israel has many good local restaurants serving Middle Eastern, Asian, Jewish, French, Italian, and Russian cuisine.

Example of Salary per Pay Period for hypothetical selection of current GS-12 step 5, base salary of $71,086 per annum and a family size of two:

TRAINING: The selectee may be required to complete the 5-day Foreign Affairs Counter Threat Course (FACT) pre-deployment training conducted by the Department of State Foreign Service Institute and Diplomatic Security at the Foreign Affairs Training Center in Arlington VA. If you have completed the Department of State training within the last 5 years, you need not retake to deploy.

Basic Requirements: Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours in accounting (may include up to 6 hours of business law).

Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.
Specialized Experience: For the GS-12, specialized experience is independently performing a variety of audit assignments such as developing audit risk assessment; evaluating and modifying standard audit programs/plans to align with the risk assessment; meeting with auditee to explain audit purpose and obtain necessary information; testing and examining accounting systems and records, cost representations, internal controls, management policies and practices, to assure compliance with accounting and auditing principles, standards and regulations; making initial audit determinations; preparing audit working papers and substantiating documents; drafting reports of audit findings, conclusions and recommendations.
Financial Management (FM) Certification Program: As a condition of employment, the selectee must meet the requirements of the DoD FM Certification Program. The FM Certification Program is a course-based program consisting of three certification levels. Level 2 certification must normally be completed within two years of the selectee's employment start date.
Drug Testing: if you are given access to classified information, you will be subject to random drug testing.
Mobility Agreement: All DCAA auditors must sign a mobility agreement. This agreement may require you to be reassigned every five to seven years.
Substitution of Education for Specialized Experience: There is no substitution of education for experience.
GENERAL INFORMATION: Israel is a modern Eurocentric nation approximately the size of New Jersey. The population of approximately eight million is centered primarily in the urban areas of Tel Aviv, Haifa, and Jerusalem. The geography is diverse and ranges from mountains to desert with an equally diverse ecology of desert fauna to verdant forests. The south of Israel is arid and the north is lusher with forests and significant agriculture.
The Suboffice is located in Herzliya Pituach, which is located about 10 miles north of Tel Aviv.
Personnel are usually housed in Herzliya Pituach; however, personnel can be housed in Ramat Aviv and Tel Aviv depending on availability and personal preference. The commute can vary from 10 to 45 minutes depending on where you live and traffic conditions. Employees choosing to live in Herzliya can bicycle to work; however, those in Ramat Aviv or Tel Aviv will require a car.
Herzliya Pituach is an upscale suburb of Herzliya, which is a city on the Mediterranean coast known for its fine beaches. The weather is pleasant. There are considerable temperature differences between summer and winter and between northern and southern Israel. Winters are cool and rainy, but there is no snow in the Tel Aviv area. Summers are hot with no rain. Therefore, various types of clothing are required, including rainwear. Dress in Israel is casual for most occasions.
Knowledge of Hebrew is not required, since English is spoken by most people. However, Hebrew can be an asset. There are language classes offered at the employee's expense for those who want to learn Hebrew.
MEDICAL FACILITIES: All medical and dental care is on the economy. The Federal Employees Health Benefits Program, Blue Cross and Blue Shield Service Benefit Plan is accepted at the Herzliya Medical Clinic, a private hospital in Herzliya. Claims may also be sent to Blue Cross and Blue Shield for out-of-network services. The U.S. Embassy maintains a health unit with a physician's assistant and registered nurse on duty Monday through Friday. However, the health unit is restricted to performing, minor procedures treating uncomplicated illnesses, and administering some immunizations. Please note the medical unit cannot write prescriptions for medications to be obtained in Israel.
MEDICAL AND SECURITY CLEARANCE: Selectee will be required to obtain medical clearance from Department of State prior to placement overseas. A secret clearance will be required prior to assignment.
PASSPORT / VISA: Selectee and dependents will be required to obtain diplomatic passports and Israeli visas prior to assignment.
SPONSORS: There are two sponsors provided to the selected auditor prior to arrival in Israel: a work sponsor, and a social sponsor. The work sponsor is one of the auditors currently stationed in Israel who will assist with work-related issues. The social sponsor is a volunteer identified by the Embassy who lives in the same area and has similar family demographics. The role of the social sponsor is to help get the family settled and comfortable in their new home and surroundings. The Embassy prefers that the work sponsor and social sponsor not be the same to provide a separation of work and family life thus increasing your chances for a healthy work and personal life balance. There will be enough lead time to allow the sponsor to communicate with the auditor and the family to answer any questions or special concerns.

These allowances are computed based on Department of State guidelines and are subject to change. The current Post (Cost of Living) Allowance is at a 25% index which is applied to spendable income determined based on gross base salary and family size. The current Post (Hardship) Differential entitlement is 10% basic pay. Post (Hardship) Differential is applicable up to 80 hours per pay period.
