Edward Hines, Jr. VA Hospital (http://www.hines.va.gov/), located 12 miles west of downtown Chicago on a 147-acre campus, offers primary, extended and specialty care and serves as a tertiary care referral center for VISN 12. Specialized clinical programs include Blind Rehabilitation, Spinal Cord Injury, Neurosurgery, Radiation Therapy and Cardiovascular Surgery. The hospital also serves as the VISN 12 southern tier hub for pathology, radiology, radiation therapy, human resource management and fiscal services.
Hines VAH currently operates 471 beds and six community based outpatient clinics in Manteno, Elgin, Oak Lawn, Aurora, LaSalle, and Joliet. Over 600,000 patient visits occurred in fiscal year 2010 providing care to over 54,000 veterans, primarily from Cook, DuPage and Will counties.
Hines VAH is affiliated with 70 colleges and universities and 40 associated health professions. The primary medical school affiliation is with the Stritch School of Medicine at Loyola University of Chicago. There are over 1,300 students educated annually at Hines.

Coordinates various administrative and clinical duties and assignments; including overseeing all areas of drug procurement, inventory control, budgeting, drug recalls, and drug conversions. The incumbent must be familiar with hospital policies, as well as with National, Pharmacy, Logistics, and Business & Entitlement (B&E) procedures and be able to communicate directly with, and gain the cooperation of program managers and subordinate employees. Involvement in ADP issues beyond the scope of pharmacy packages is evidenced by applications ranging from innovative fileman use to expanded personal computer developments. Information which is critical to the service is managed in a creative way to provide more useful data for service, program and Medication Use deliberations. Communicates orally and in writing with a wide variety of individuals serving as a consultant at the local, regional, and national level on such topics as VA VISTA/ADP Systems, pharmacy personal computer applications and information systems. The incumbent has secondary responsibilities as a clinical pharmacist. The incumbent functions administratively under the Chief of Pharmacy Service, and when assigned to general clinical duties, to the section supervisor. Incumbent receives minimal direction in accomplishing overall program objectives. Some of the duties pertaining to this position are, but are not limited too;
· Assure compliance with all handbooks, directives, and special requirements in preparing the budget and any cyclic budgetary reports.
· Serve as a resource in the development of the annual pharmacy budget and will work with the pharmacy service to assure that the most effective and economical use of pharmaceuticals is achieved.
· Serves as the COR (Contracting Officer Representative) of the Pharmaceutical Prime Vendor and other purchasing contracts and ensures thorough follow through of ongoing or new contracts.
· Enters the annual purchase order for the contracts, ensuring all required information is provided.
· Drug utilization evaluations, therapy treatment and pathway development and assessment (economic and clinical).
· Responsible for pharmacoeconomic program development, implementation, monitoring and reporting. Pharmacoeconomic analysis focuses on pharmaceutical formulary selection; formularyimplementation and usage monitoring.
· Designs and coordinates the implementation of pharmacoeconomic decision analysis tools.
· Design, complete and report drug utilization evaluations.
· Designs and coordinates the implementation of pharmacoeconomic protocols.
· Performs other related duties as required.

BASIC REQUIREMENTS:
U.S. CITIZENSHIP: You must be a US Citizen and be proficient in spoken and written English.
EDUCATION: You must be a Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.

You must be a Graduate of a foreign pharmacy degree programs that meet the educational requirement and able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL IBT).
LICENSURE: You must possess a current, full, active, and unrestricted license to practice pharmacy in a State, Territory or Common wealth (i.e., Puerto Rico) of the United States, or in the District of Columbia.
SPECIALIZED EXPERIENCE FOR GS-13 LEVEL: You must have the equivalent of 1 year of current creditable experience at the next lower level (GS-12) or equivalent, which is directly related to the position to be filled. Specialized experience for this position includes, but is not limited to, the following: designing, implementing, assessing, monitoring and documenting therapeutic plans utilizing the most effective, least toxic and most economical medication treatments; helping achieve positive patient centric outcomes through direct and indirect interactions with patients, providers, and interdisciplinary teams in assigned areas; performing physical assessments; and ordering laboratory and other tests to help determine efficacy and toxicity of medication therapy.
Preferred Experience: PGY2 in Informatics or comparable work experience and an MBA with a focus on finance.
Competency 1: Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
Competency 2: Expert understanding of regulatory and quality standards for their program area.
Competency 3: Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
