The incumbent is responsible for performing a wide range of budgetary program management functions. In addition, the incumbent performs procurement management functions in administering the facility operational programs and may be required to perform Cemetery Administration duties as assigned by the director. Provides financial advice and performs financial assistance work for Dayton National Cemetery complex , to include Marion National Cemetery, Camp Chase Confederate Cemetery, Crown Hill National Cemetery, Crown Hill Confederate Cemetery and the Indianapolis Urban Initiative. Examples of such programs include: operations, or maintenance programs in direct support of the mission or objectives of the National Cemetery Administration (NCA). Performs a wide range of budgetary program management functions. Performs budget formulation duties involved in the process of preparing detailed analyses and estimates of annual funding needs for one or more future budget years. Provides management officials with procedural and regulatory guidance concerning availability of or limitations on the use of funds. Monitors purchase orders and contracts and determines correct sources for payment, including agency credit card purchases, and/or sends to Fiscal Service for certification. Reviews historical financial operating data and trends to prepare and/or validate estimates. Evaluates data submitted for consistency with previous estimates, current levels of program operations and anticipated changes in staffing and/or funding levels. Plans for and recommends improvement, efficiency and effectiveness in operational methods and procedures to the Cemetery Director. Prepares straightforward estimates of future requirements and submits the estimates for consolidation into an integrated budget. Verifies estimates by assuming the validity of assumptions, evaluating the consistency of dollar estimates with previous costs and the total program, and the realism of projections considering past performance and the monetary, manpower, space, and equipment resources projected to be available.
Work Schedule: Required to work Monday through Friday, 7:30 am to 4:00 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

Position Description Title/PD#: Budget Analyst PD 130070
The full performance level of this position is GS-09. At the GS-7 level, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Relocation expenses are not authorized.
Physical Requirements: Work is primarily sedentary, but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite. No special physical demands are required.
Time-in-Grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-07 position you must have served 52 weeks at the GS-05 level. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.
Specialized Experience: Applicants must have one year of full-time specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience that demonstrates a knowledge of budgeting formulation and execution, to include procurement/purchasing regulations; applying a wide range of budgetary program management functions; working with budgets and fiscal-related data and or reports; assisting in the preparation of operational metrics reports including gathering and analyzing data; and communicating effectively both orally and in writing.

A Bachelor's degree with Superior Academic Achievement: SAA is defined as (1) cumulative GPA of 3.0 or higher out of a possible 4.0 for all completed undergraduate courses, or those completed in the last 2 years of undergraduate study; (2) GPA of 3.5 or higher out of a possible 4.0 for all courses in your major field of study, or those courses in your major completed in the last two years; (3) Rank in the upper one-third of your class in the college, university, or major subdivision; or (4) Membership in a national honor society (other than freshman honor societies).

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use under graduate education). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
