The Management Analyst position requires administrative awareness to facilitate interaction with all departments and disciplines in the facility as well as between the VA facility and community facilities for the delivery of patient care. He/she acts as liaison
between Medical Service and other institutions regarding patient care, staffing and physician credentialing. He/she may represent the Chief of Medical Service in administrative matters in the absence of the HSS/AO. The Management Analyst for
Medical Service may serve as a representative on an ad hoc basis at the direction of the VISN and Medical Center top management.
The incumbent provides counsel to the Chief, Medical Service, the HSS/AO of Medical Service, and Executive Staff on proposed solutions that would enhance quality patient care and resource utilization in Medical Service. Conducts special analytical studies designed to resolve critical programmatic, organizational or functional problems throughout the Medical Center, and in the resolution of interdepartmental problems, complaints and grievances, by applying important communication, motivational, and leadership skills with respect to advising, instructing and consulting with problem elements.
The incumbent evaluates the overall planning activities of Medical Service and for the Medical Center in relation to policies, plans and objectives established by VACO, Regional and Central Texas Network, using management reporting systems to obtain information upon which evaluations and planning decisions can be based. Utilizing this database of information, he/she assists in the development of health-planning
strategies and assesses priorities to best meet the needs of the patients served in concert with the mission of the Medical Center and VISN 17.

Physical Requirements:
The work is principally sedentary, however, some walking, standing, and bending may by required by the position.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level.

Specialized Experience:
One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. · Experience identifying problem areas and providing management with solutions.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

The applicant will be rated on the following knowledge, skills, and/or abilities:
· Knowledge of maintaining Fund Control Points and establishing a budget annually with multiple Fund Control points.
· Knowledge of VA regulations, policies and procedures and work methods governing the purchase of equipment and supplies.
· Knowledge of responsibilities associated with being a Contracting Officer representative, to include all applications associated with submitting a contracting procurement package.
· Ability to work collaboratively with co-workers, hospital personnel and top management in applying clinical expertise to ensure regulations are followed
· Works independently but coordinates with clinical and administrative Service Chiefs.
· Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
· Ability to communicate effectively, both orally and in writing, with people from a wide variety of educational and socioeconomic backgrounds involving sensitive and controversial issues with personnel inside and outside the organization.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
