Functional Statement Title/#: Speech Pathologist
Principal Duties and Responsibilities. This position is located in the Audiology and Speech Pathology Service at the VA Medical Center in Wilmington, DE, a facility of the Delaware and Southern New Jersey HealthCare System. The duties and responsibilities are carried out throughout the medical center including all clinical and patient care areas involved with the service. Incumbent is a Staff Speech-Language Pathologist with special clinical program responsibilities. The speech-language pathologist at this level plans, conducts, and coordinates all aspects of diagnostic assessments (including bedside swallow assessments) and evaluations and therapeutic and rehabilitative services for speech, language, voice, fluency, cognitive, and swallowing disorders. The speech-language pathologist at this grade level must demonstrate professional knowledge of, and skill in applying, a wide range of theories, principles, and methodologies of the practice of speech-language pathology to a wide range of populations, including in-patients. The incumbent is an independent licensed practitioner and is considered to be at the full performance level. Practitioners may perform ancillary assignments, including program management duties, where the complexity and amount of work is approximately 25% or < of their time.
In addition to clinical duties, incumbent has special clinical program responsibilities, e.g. interdisciplinary teams or highly specialized clinical programs or clinical sub units such as dysphagia, traumatic brain injury, nursing homecare, stroke management, spinal cord injury, or head/neck cancer program. In carrying out the clinical duties and responsibilities of this position, the incumbent:
1) Applies advanced theories and techniques to special patient population, provide professional advice and counseling, and provide consultation in specialized areas of speech-language pathology.
2) Manages complex and difficult patients with multiple physical, sensory, motor, cognitive, or other issues that complicate communications or swallowing status, and involve multiple clinical management options, difficult clinical decision making, complex data, and high risk of complications, morbidity, or mortality, e.g. tracheoesophageal voice prostheses and laryngectomy tubes, ventilator dependent and tracheostomy patients with speaking values, and those receiving poly-pharmacy impacting on communication.
3) Exercises independent clinical judgment and adapts clinical procedures and techniques to accommodate age-specific and unique patient conditions, needs, and expectation.
4) Evaluates patients to determine nature, type, and severity of speech, language, voice, cognitive, and swallowing disorders using a full range of diagnostic tests and techniques, past, family, and social history, record review and consultation with family and other health care practitioners.
5) Plans, coordinates, and implements a full range of patient-focused treatment services designed to optimize function.

Basic Requirements:
· U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
· Education. A master's degree or its equivalent in speech-language pathology, communication disorders, or a directly related field from an accredited college or university. "Accredited" means a college or university [recognized] by a regional accreditation organization and a speech-language pathology academic program [recognized] by the Council on Academic Accreditation of the American Speech-Language-Hearing Association (ASHA).
· Licensure. For those grades that require licensure (GS-12 and above), the incumbent must hold a full, current, and unrestricted license in a State, Territory, Commonwealth, or the District of Columbia.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Grade Determinations:
Education and Experience. Completion of 1 year of experience equivalent to the next lower grade level (GS-11) directly related to the position being filled, and must fully meet the KSAs at that level. In addition, the candidate must demonstrate the following professional KSAs and demonstrate the potential to acquire the assignment specific KSAs.
Staff Speech-Language Pathologist.
Staff S-LPs at this grade level must demonstrate professional knowledge of, and skill in applying, a wide range of theories, principles, and methodologies of the practice of speech-language pathology to a wide range of populations. Individuals may perform ancillary assignments, including program management duties on an occasional basis, where the complexity and amount of work is not substantial (less than 25% of the time). The following KSAs are required:
[a.] Ability to develop coherent treatment strategies;
[b.] Ability to incorporate new clinical procedures sufficient to perform clinical services independently;
[c.] Ability to conduct assessments, provide treatment interventions, and provide consultation to other health care professionals;
[d.] Knowledge of instrumentation used in speech-language pathology;
[e.] Knowledge of principles and techniques used in alternative and augmentative communication (AAC) systems, diagnosis and treatment of dysphagia, and cognitive-communication disorders;
[f.] Knowledge of principles and techniques used in voice disorders including alaryngeal and trach/ventilator-dependent patients; and
[g.] Ability to perform functions associated with contemporary speech-language pathology practice.
