Serves as the Senior Advisor for Data Science (Intelligence) to the Director, Intelligence Community Information Management, Office of the Deputy Chief of Staff, G-2. The incumbent is recognized in the Department of Defense and Intelligence Community (IC) as the Army's Chief Intelligence Data Officer and the leading authority on data science as it relates to intelligence data. Provides senior expertise, judgement, and advice on policy, strategic programming and programming for intelligence data management and information sharing/data interoperability between Army and National/Joint intelligence and mission command systems. Serves as the Army Staff lead responsible for strategic planning for intelligence data management within the military intelligence community, in partnership with the National Intelligence Community, and in collaboration with the Army Chief Information Officer/G-6 and the Army Acquisition Executive. Develops strategies, plans and recommendations to synchronize data between military intelligence functional disciplines, intelligence support to special operations, cyber operations, and Army mission command functions. The incumbent develops, implements, and oversees all Army intelligence data standardization related activities. These activities include creation and enforcement of accountable policies and standards for the Army Intelligence enterprise to acquire, store, process, and provide data in a standard manner, as well as providing data while protecting it based on mission, legal, policy, civil liberties, security, cyber, and information sharing rules. This role includes the development of flexible, dynamic organization business processes to facilitate the management and oversight of data for which the Army Intelligence Enterprise is responsible. In concert with IC and Army CIO/G-2 processes, the incumbent will develop and implement a data governance process for the Army Intelligence Enterprise that is realistic, manageable, and effective, supporting the entire data lifecycle.
The incumbent provides the governance, policy, and oversight to maximize the value of data as a strategic asset where appropriate throughout its lifecycle, from acquisition through the removal of data from the enterprise. Data will be acquired, normalized, ingested, and managed in a manner that maximizes the needs of mission while complying with existing and emerging IC and Army standards. The incumbent ensures the development of an effective Army Intelligence Data Strategy and the associated policies to enable Army Acquisition and Military Intelligence implementation thereof. The incumbent endorses the principles of effective information management at each stage of the information life cycle to support information sharing, while ensuring the security of the data across the IC. The incumbent provides senior intelligence expertise on data operations, data management personnel and training, technologies, and concepts needed to enable Army operations and missions. Provides senior intelligence expertise on the Department of Defense and / or the U.S. Army Force Modernization (FM) process; including policies, directives, and regulations governing the Total Army Analysis (TAA) lifecycle. Develops, coordinates, represents and defends Army requirements for intelligence data management and data science.
Drug Testing: This is a Testing Designated Position (TDP). The incumbent must successfully pass a urinalysis test before entering this position and reasonably thereafter. Condition of Employment: Selectee will be required to sign a Condition of Employment form prior to entry into this DISL position.
Security Clearance: In order to qualify for this position, you must be able to obtain and maintain a Top Secret security clearance with access to Special Compartmented Information (TS/SCI).

Knowledge of and experience with U.S. Intelligence Community structure, organizations, relationships, missions, functions, and capabilities, and the associated governing policies, directives, laws, and regulations for intelligence. Knowledge of IC, DoD, and Army CIO technical standards, policies, and processes for information management.
TQ2. Knowledge and expertise in Data Science, to include managing large amounts of data despite hardware, software, and bandwidth configurations and constraints; merging data sources; ensuring consistency of datasets; creating visualizations to aid in understanding data; and presenting and communicating the data insights/findings. Knowledge of data management goals, objectives, policies, and implementation guidance as it applies to the Army, DoD and the IC.
TQ3. Knowledge and experience in the IC, DoD, Joint, and Army requirements process. In-depth knowledge and experience in the Army PoM and IC IPBS processes. In depth knowledge of Army intelligence systems, architectures, and data flows supporting Army and IC consumers and producers.

Intelligence Community (IC) Senior Officer Core Qualification (SOCQ) - Leading the Intelligence Enterprise: Required for all senior executive positions effective 1 October 2010. This SOCQ involves the ability to integrate resources, information, interests, and activities effectively in support of the IC's mission and to lead and leverage cross organizational collaborative networks to achieve significant mission results. Inherent to this Standard is a deep understanding of the Intelligence enterprise (or other comparable interagency or multi-organizational environment) and a shared commitment to the IC's core values. (Include a separate attachment one page maximum per competency).
