AREA INFORMATION: Located in northwestern Wyoming, Grand Teton National Park and the John D. Rockefeller, Jr. Memorial Parkway preserves a spectacular landscape rich with majestic mountains, pristine lakes, and extraordinary wildlife. The abrupt vertical rise of the jagged Teton Range contrasts with the sage-covered valley, creating world-renowned scenery that attracts visitors from all over the world.
This position is being filled in Moose, Wyoming. Jackson (12 miles from Moose), is a small, outdoor recreation focused, thriving community of 10,000 year round residents. The town caters to four million tourists every summer, has an excellent hospital and medical community, a well-respected public school system, private schools, multiple grocery stores, excellent restaurants, and seasonal music and art festivals. Outdoor activities are available year round and include easy access to three ski resorts (Snow King Resort, Jackson Hole Mountain Resort, and Grand Targhee), back-country and Nordic skiing, snowmobiling, hiking, camping, backpacking, horseback riding, boating, rafting, kayaking, hunting, cycling, mountain biking, and world class fly fishing, climbing, and mountaineering. The climate can be as extreme as the activities that are available. Winter temperatures range between lows of 20 degrees below zero to highs of 30 degrees. Summer temperatures are comfortable, with highs between 65 - 80 degrees.

The incumbent serves as the principal advisor to the Fire Management Officer on all aspects of the Branch of Fire and Aviation Management program. This position directly ensures the accomplishment of the wildland fire management mission of the Park. The Branch's staff manages responses to wildland fires on park lands and adjacent jurisdictions; plans and implements a wide range of fuels management treatments including mechanical fuel reduction projects and prescribed fires; and participates in interagency planning and response to a variety of emergency incidents across the country. This position provides technical guidance to the FMO, module leads and primary fire management personnel. In addition, duties include:
Physical Demands: Normally the work is sedentary but often requires physical exertion while overseeing fire suppression activities including walking over rough, steep, uneven terrain in all types of weather. The incumbent is faced with emergency situations at all hours and must respond quickly. The position may require long shifts or multi-day assignments under primitive living conditions during emergencies. During the fire season, extended fire assignments away from the unit may be required under very stressful conditions.
Work Environment: Most work is performed in an office setting. Field work is sometimes performed in steep terrain where surfaces may be uneven, rocky, or covered with thick vegetation. Temperatures are frequently extreme, both from weather and fire conditions where the presence of smoke and/or dust conditions are frequently severe. The hazardous nature of fire suppression work requires that protective clothing (boots, hard hats, etc.) be worn during emergencies. The incumbent must exercise a variety of safety practices and precautions for their own and others' well-being.
Requirements
1. You may be required to serve a supervisory probationary period of 1 year.
2. National Park Service (NPS) uniformed position.
3. Applicants must possess a valid state driver's license. As a condition of employment, you will be required to submit a completed GSA Form 3607, Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Your employment, after your tentative selection, will be contingent upon receipt of these documents in a timely manner and that those documents establish, to the satisfaction of the selecting official, that you possess a valid driver's license.
4. Time-in-grade requirements must be met by the closing date of this announcement.
5. This position is designated as a secondary administrative fire fighter position under the provisions of 5 U.S.C. 8336 (c) (CSRS) and 5 U.S.C. 8412 (d), and requires as a mandatory prerequisite a minimum of 90 days of wildland firefighting experience as a "primary firefighter" or equivalent experience outside the Federal Government.
6. Appointment is subject to the applicant's successful completion of a background security investigation and favorable adjudication.
7. National Park Service (NPS) uniformed position. Employee will be required to wear a uniform and comply with NPS uniform standards. A uniform allowance will be provided to defray the cost of the uniform.
8. A pre-employment medical exam is required. The government will reimburse the cost of the exam.
9. In accordance with Executive Order 12564, applicants selected for this position are required to submit to a drug test and receive a negative drug test prior to appointment. In addition, this position is a drug testing designated position subject to random testing for illegal drug use.

SELECTIVE FACTOR: Applicants must meet the following selective factor to be considered qualified for the position.
1. 90 Days Wildland Firefighting Experience - Wildland firefighting experience is defined as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wildland fire. This experience can be met by serving on a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Wildland fire is defined as any non-structure fire that occurs in the wildland and is categorized into two distinct types: Wildfires, which is any unplanned ignitions or prescribed fires that are declared wildfires; and Prescribed Fires which are planned ignitions. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. This experience must be documented in your work history/experience blocks on your resume.
QUALITY RANKING FACTOR: NWCG Qualifications - Applicants to the GS-11 level will be given higher consideration if they possess NWCG Qualifications at the Incident Commander, Type 3 (ICT3) level; Division/Group Supervisor (DIVS) level, and Prescribed Fire Burn Boss, Type 2 (RXB2) level. Failure to meet this will not cause an applicant to be disqualified.
BASIC EDUCATION REQUIREMENT: In addition to the selective factors above, applicants must meet the basic education requirement.
Applicants must have a 4-year degree in the biological sciences, agriculture, natural resources management, chemistry or related disciplines appropriate to the position. You must provide transcripts to support this requirement.
OR
You may meet this requirement through a combination of education and qualifying experience which included courses equivalent to a major (24 semester hours or equivalent) as shown above, plus appropriate experience or additional education which totals four years.
SPECIALIZED EXPERIENCE OR EDUCATION: In addition to meeting the selective factors and basic education requirements listed above, applicants must meet the specialized experience or education level described for the grade levels below.
To qualify at the GS-9 level based on specialized experience you must possess experience in at least two of the following three categories:
(1) Experience that demonstrated understanding of fire effects on cultural and natural resources through assignments such as assisting in the development of fire management plans to ensure resource objectives can be met from a fire management standpoint; or, conducting field inspections before and/or after prescribed fires or wildland fires to determine if defined resource objectives have been met.
(2) Prescribed fire/fuels management experience demonstrated by activities such as professional forest or range inventory methods and procedures (e.g., Browns planar intercept for dead and down fuels; live fuel loading assessments); or, analysis of fuel loadings and determination of appropriate fuel treatment methods and programming; or evaluating prescribed fire plans or fire management plans to ensure fire containment is possible, and identify appropriate suppression contingencies if containment is not obtained.
(3) Assisting with fire management operations that included analyzing and applying fire management strategies, PLUS experience in at least four of the following activities: mobilization and dispatch coordination; fire prevention; fire training; logistics; equipment development and deployment; fire communications systems; suppression and preparedness.
To qualify at the GS-9 level based on education you must have completed two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree directly related to the position.
To qualify at the GS-11 level based on specialized experience you must have experience in all of the fire program management elements as described below:
(1) Reviewing and evaluating fire management plans for ecological soundness and technical adequacy.
(2) Conducting field inspections before and after prescribed or wildland fires to determine if resource objectives were achieved and/or to evaluate the effectiveness of actions taken, and;
(3) Developing analyses on the ecological role of fire and its use and/or exclusion, and smoke management.
In addition to fire program management, experience must have included either:
(1) Prescribed fire/fuels management experience in a broad range of activities such as: professional forest or range inventory methods and procedures (e.g., Brown's planar intercept for dead and downed fuels; live fuel loading assessments); analysis of fuel loadings and determination of appropriate fuel treatment methods and programming; land use planning and environmental coordination; evaluation of prescribed burn plans or fire management plans to ensure fire containment is possible and identification of appropriate suppression contingencies in containment is not obtained, or;
(2) Fire management operations which has included analyzing and applying fire management strategies; plus experience in at least five of the following activities: mobilization and dispatch coordination; fire prevention and education; training; logistics; equipment development and deployment; fire communications systems; suppression and preparedness; aviation.
To qualify at the GS-11 level based on education you must have completed three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field related to the position.
You may also qualify for the GS-9 or 11 level based on a combination of the required education and experience.
