About the Position:
This position is located in Capellen, Luxemburg. The Grand-Duchy of Luxembourg is a small country located between Belgium, France and Germany, which are within less than an hour's drive. Capellen is located in south-western Luxemburg, about 12 Km west of Luxemburg city, host of the European Economic Union Institutions. The NATO Support Agency (NSPA) is the largest employer in town, with some 1000 employees. The average weather is mild with little extremes of hot or cold seasonal condition. The NATO Alliance Future Surveillance and Control (AFSC) Project Manager is accountable to the AFSC Support Partnership Committee (SPC) for all program and administrative tasks and is responsible to the Director of Logistics Operations for the AFSC Concept Stage Project Office activities that will be managed through the Program Office. More precisely, he/she is responsible for performing the following functions:
Planning aspects: Establishing the detailed AFSC Concept Stage Plan. Establishing requirements (cost, scope and schedule) necessary for supporting the AFSC Support Partnership Committee (SPC), NATO Member Nations and NATO bodies as authorized.
Operational aspects: Executing the detailed AFSC Concept Stage Plan. Fulfilling customer requirements in accordance with relevant regulations via an effective and transparent customer engagement, with clear expectations and communications management. Adjusting to the special requirements of his/her Project Office the duly approved methods of Life-Cycle Management and ensuring that services and projects are properly performed i.a.w. NATO Program Management Framework (AAP-20).
Financial/Procurement aspects: Determining the data and cost analyses required for the appropriate use of NATO Security Investment Programme (NSIP) funds, preparing detailed justifications to ensure budget approval and supplying the relevant information to the Finance Division (FF) for submission to the appropriate authorities.
Managerial/administrative aspects: Ensuring the technical and administrative management of the AFSC Project Office and in particular the cost effective and efficient management of resources. Ensuring high responsiveness of the Office to requirements.
This position is deployable. Deployment to theater/mission locations will be required, in support of NAC-Approved operations, on a case-by-case basis (in accordance with NATO policy).
