"The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. The primary purpose of this position is to serve as the Chief, United States Air Forces in Europe-Air Forces Africa (USAFE-AFAFRICA) Protocol.
· Plan, organize and direct the activities of United States Air Forces in Europe-Air Forces Africa Protocol Office (USAFE-AFAFRICA/CSP), ensuring that USAFE-AFAFRICA/CSP complies with legal and regulatory requirements and meets customer needs.
· Exercise supervisory personnel management responsibilities.
· Represent HQ USAFE-AFAFRICA at a variety of installation and functional area organizations.
· Develop and implements protocol policy and procedural guidance in support of Headquarters United States Air Forces in Europe Air Forces Africa Commander, Vice Commander, USAFE-AFAFRICA Directors, Chief of Staff, Command Chief, 3rd Air Force Commander, 3 AF Vice Commander, 3 AF Command Chief and Wings.
· Serve as the senior protocol advisor to COMUSAFE-AFAFRICA and 3rd Air Force Commander. Maintain custodial control of the Commanders' Official Representation Funds (ORF) and Special Morale and Welfare Funds (SM&W).
ADDITIONAL CONDITIONS OF EMPLOYMENT:
1. Must have or be able to obtain and maintain a Secret clearance.
2. May require to work other than normal duty hours, which includes evenings, weekends, and/or holidays.
3. Performs 24 hour on-call duties as protocol representative.
SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent. Specialized experience must include directing protocol services which is directly in support various operations; establishing criteria and policy, formulating innovative solutions, directing and apportioning work to subordinates, assessing effectiveness; investigating, analyzing and resolving a variety of unusual condition, problems or questions with regards to the delivery of protocol services to local, national, international persons and organizations; plans and schedules work to be accomplished by subordinates, sets and adjust short-term priorities; assigns work in consideration of employee skills and mission requirements; develop performance standards and rates subordinates' performance; advises employees on work and administrative matters; implements methods and procedures to improve organizational performance; identifies and provides for employee training and development; recommends selection of candidates for positions; recommends position structure changes; takes disciplinary actions and hears and resolves formal employee complaints and grievances as delegated by higher level management; assesses and revise policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
