INTRODUCTION:
This position is located at an Air National Guard (ANG) Wing, Financial Management (FM). The purpose of this position is to serve as a Staff Accountant with responsibility for planning, coordinating, and performing comprehensive quality assurance reviews, special studies, and selective internal examinations of base level accounting and financial management programs. Work involves preparing, analyzing, interpreting, presenting, and advising on accounting and financial data. The incumbent concurrently organizes and administers the operation of automated financial systems in support of financial management functions. The work requires a professional knowledge of accounting theories, principles, and practices. Duties performed are in support of state and Federal ANG operations, training, and readiness missions.
DUTIES:
-- Provides administrative oversight, and carries out the requirements of a quality assurance and internal review program. Provides technical assistance and advice to the Financial Manager, staff, and other interested parties.
-- Independently conducts various internal control reviews to assess organizational performance. Oversees, establishes, and maintains self-inspection programs and a comprehensive quality assurance plan. Examines financial management functions to ensure internal accounting systems and administrative controls are sufficient to confirm that obligations and disbursements comply with applicable laws, and that funds are safeguarded against waste, loss, and misappropriation. Reviews accounting and pay documents, travel vouchers, and vendor payments to ensure supporting documentation is proper and valid. Performs post-audit voucher reviews.
-- Serves as the primary source of expertise on matters regarding automated financial systems. Interfaces with various on-base and off-base personnel regarding financial systems.
-- Examines all functional areas and determines the effectiveness of procedures, the integrity of financial and accounting data, and other decision-support criteria used by management. Ensures quality assurance standards and internal controls are in place within the FM.
-- Analyzes and measures the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place.
FINANCIAL MANAGEMENT CERTIFICATION:
Financial Management Certification Level Two. Work requires the application of comprehensive financial management knowledge and technical proficiency combined with a broad knowledge of professional concepts, policies, and principles. Work also involves expanding skills, knowledge, and leadership abilities of high-potential personnel.
This position will require the incumbent to possess or be able to obtain a Level 2 Financial Certification within 24 months of the start date.
EMPLOYMENT CONDITIONS:
- Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).

DESCRIPTION OF WORK:
The Accounting Series GS-0510 covers accounting positions that apply professional accounting knowledge, standards, and principles. The series is a critical function within the financial management program and covers two-grade intervals in the accounting program. The primary purpose of the series is to advise, supervise, and perform work consisting of a systematic examination and appraisal of financial records, financial and management reports, management controls, performance requirements, policies, and practices affecting or reflecting the financial condition and operating results of various activities. The GS-0510 accountants perform two broad types of work: financial accounting and the performance accounting. The accountant analyzes work related to the development and execution of many military and civilian policies and programs. The positions conduct performance accounting reviews and conduct activities related to the detection of fraud, waste, and abuse. Positions in this series require a high order of analytical abilities; skills in applying problem solving techniques; and, skills in communicating effectively both orally and in writing. Positions involve competencies (skills, knowledge, abilities, and behaviors) in research, analysis, problem-solving, writing, and judgment typically gained through college education and progressively responsible experiences. The positions perform work that follows established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment; and, typically learn to do the work through certification courses and specialized experiences. Accountants perform work that requires a range of competencies in regard to operations and procedures within the prescribed program guidelines, concepts, principles, techniques, and practices. Although the same concepts, principles, and standards are applicable to all types of accounting work included in this series, specific procedures vary depending on the specific activity. The financial details of an accounting system, that is judged to be reliable, may begin with examining entries in financial records and proceed to evaluating the operating controls and management decisions that resulted in those entries. In contrast, the audit of an accounting system of questionable reliability may begin with physically observing entity operations. Accountants perform services other than financial audits. They may, for example, assist a legislative body by developing questions at hearings, develop methods for evaluating a new program, forecast potential program outcomes, assist investigators, work on advisory teams, and perform special studies, evaluations, and inspections. In accordance with the policies and assigned responsibilities, the Series GS-0510 Accounting qualification requirements and procedures are established to support and align with the DoD Financial Management (FM) Certification Program. Reference DoDI 1300.26, November 20, 2013, members of the finance workforce are required to participate in the Certification Program that directs certification levels and continuous education and training studies. The certification requirements are conditions of continued employment for financial management workforce employees.
GENERAL EXPERIENCE / MINIMUM REQUIREMENTS:
All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE:
To qualify for the GS-0510-11 position, the candidate must be eligible for entry into the position's financial management certification career program based on the position's GS-grade and/or the candidate's military rank before final approval and appointment is processed. Candidate must have at least 24 months of accounting experiences and competencies that provided knowledge of principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard accounting business program requirements. To qualify for the GS-11 grade, an applicant must have experiences and training that demonstrated the ability to conduct accounting business in accordance with directives and policies; the ability to study and evaluate the existing internal control systems to determine the level of reliability; and, the skills to determine the appropriate procedures needed to validate system reliability. An applicant must have the competency to obtain sufficient reliable evidence through inspection, observation, inquiries, and confirmation to provide a reasonable basis for an opinion regarding the activity under examination. The applicant must has GS-0510 accounting experiences that used statistical and/or judgmental sampling of financial records and management controls to determine the degree of efficiency, economy, and effectiveness in which the activities discharged their financial responsibilities, and/or to determine that the financial records were maintained in accordance with applicable regulations. An applicant's experiences and education must demonstrate his or her ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. As a condition of continued employment in the GS-0510-11 position, dependent on the position's certification level and contingent on the employee's military rank, the employee must complete the higher financial management certification within 24 months of appointment to the position.

As a basis of continued employment to the GS-0510 position, the dual status technician employee must obtain and maintain all compatible service specific military skill requirements in training and education. The employee must complete all required Financial Management Certification continuing education and training hours. The employee, and his or her applicable supervisors, must document and manage the employee's Individual Development Plan. Series GS-0510 Positive Education Requirements

2. Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree), provided that:
(a) The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining;
(b) A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study degree, as described above in Paragraph One; and,
(c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
