About the Position:
Mobile District has over 1,200 civilian and 10 military personnel. These employees work in fields that are diverse, including project management, water resources planning and management, engineering and architectural design, construction, and operations and maintenance. Mobile District's military mission covers over 252,000 square miles, and supports the Army, Air Force, NASA and other federal agencies in Tennessee, Mississippi, Alabama, Florida, and Central and South America. The civil works mission covers 96,000 square miles in Alabama, Florida, Georgia and Mississippi. It includes all river, harbor and flood control works within the drainage basin of six major river systems.
Alabama's only saltwater port, Mobile, is located at the head of the Mobile Bay and the north-central Gulf Coast. As one of the Gulf Coast's cultural centers, Mobile has several art museums, a symphony orchestra, a professional opera, a professional ballet company, and a large concentration of historic architecture. Mobile is also home to America's original Mardi Gras that rolls through the streets of our historic downtown; plus dozens of festivals, art shows, or culinary cook-offs nearly every weekend. Incumbent to serve as contract specialist responsible for pre-award and post-award actions, including price/cost analysis, negotiation, and administration for services, construction, supply and Architect-Engineer (A-E) requirements associated with Civil Works and Military funded projects, and work for others. Requirements typically involve A-E, construction, and service contract requirements to include design, construction, operation and maintenance, and pre-award and post-award administration. The specialist is responsible for coordinating a number of contracts at the same time, that are of a high dollar value and are complex/unique in nature, to support regional and national requirements. Applies the application of state-of-the-art technology, i.e., Internet/CD ROM, optical disk imaging, acquisition systems, as it affects or can be applied to all aspects of the acquisition process.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:knowledge of Federal, agency and local contract laws, federal regulations, financial regulations, and procedures applicable to acquisition and contract administration of equipment and materials; ability to develop contract types to plan and carry out assigned pre-award and post-award actions; knowledge of negotiation techniques to procure equipment and materials not available off the shelf, A/E services for design, and unusual construction i.e., Medical Equipment and Facilities; Ability to conduct extensive negotiations with contractors and Government.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).
For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Basic Requirements for GS-12
A. 4-year course of study leading to a bachelor's degree with a major in any field from an accredited educational institution authorized to grant baccalaureate degrees
AND
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
This requirement applies to those entering DOD 1102 positions on or after Oct 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Individuals who occupied a similar occupational specialty to the GS-1102 while serving in the military on or before September 20, 2000, are also exempt from meeting this requirement.
