This position is located in a State Headquarters. The purpose of this position is to serve as the analyst and consultant for the management and administration of programs within the directorate or division. Serves as key coordination point for all program requirements. This work requires knowledge of management principles, organizational theory and techniques of analysis. Knowledge of agency administrative guidance and operating procedures coupled with analytical ability is required to develop information required by the chief to determine feasibility and legality of proposed program and operational plans.

- Reviews, evaluates and analyzes obligations and expenditures. Prepares directorate
or division summaries from reports submitted by Major Subordinate Commands (MSC)*.
Summarizes and interprets significant data collected and relates this data to the
organizations program actions; identifies and analyzes deficiencies in resource
consumption, training, workload and scheduling, and evaluates deviations from
standards, plans, and estimates to determine cause and impact on missions.
- Assists management in interpretation and utilization of reports and information
provided. Develops various visual media to present trends, performance status,
capability and related management information. Aids functional areas in identifying
areas of record documentation and procedures that can be streamlined, combined or
improved and initiates methods to operate under the new or revised system.
Implements management control plans.
- Provides recommendations to subordinate organizations for proper management of
programs. Recommends funding allocations and monitors expenditure to ensure
allocations are being utilized as planned and are not being exceeded. Adjusts
allocations as needed. Report expenditure status to management and National Guard
Bureau (NGB) as required.

Requirements
This position is being announced in accordance with state merit promotion procedures and collective bargaining agreement. Wearing of the appropriate military uniform is required while employed in this position. Permanent change of duty station (PCS) funds are not available.
If you are an AGR and are selected for this position, you will be required to vacate your AGR status.
Successful applicant will be assigned to a compatible military position in an appropriate unit of assignment in the Ohio National Guard.
This is a Permanent Excepted Service position

General Experience: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems.

Specialized Experience:(GS- 09) - 24 months experience in which the applicant demonstrates:
1. A working knowledge of National Guard organization structures,functions, procedures, and techniques.
2. Experience analyzing, interpreting and developing policies and procedures of local management.
3. Experience presenting and discussing complex matters in a clear and convincing manner.
4. Minimum of 12 months experience developing and analyzing budgets or equivalent work experience/education.
Education
SUBSTITUTION OF EDUCATION: NOTE: College Transcripts are required if you wish to use Education as a substitution for experience or if a degree is a requirement for the position. A copy of the transcript must be submitted with the Job Application. Study successfully completed in a college, university, technical or vocational school may be substituted for experience at the rate of one year of study (30 semester hours or 20 classroom hours of instruction per week) for 6 months of experience. Courses must be directly related to the work of the position. Maximum credit is 6 months of specialized experience.
If serving under an incentive contract, termination of that incentive(s) will occur effective one day prior to your AGR, Permanent Military Technician, or Indefinite Military Technician start date. Temporary Military Technicians will have their incentive terminated if their tour exceeds 179 days in a continuous 12-month period
