Serves as the project manager and contracting officer's representative in the assigned program/project office. Assists with Host Nation projects, and establishes requirements, objectives, goals and milestones for completion. Contacts are with proponents within the Corps of Engineers, DA, DoD, US Ambassadors, other US agencies, host nation ministry officials, and professional engineering organizations. Creativity and judgment are required to extend traditional techniques, or to develop new ways to solve complex planning, environmental, design, engineering and construction problems.

CONDITIONS OF EMPLOYMENT:
SECURITY CLEARANCE - This position has been designated as non-critical sensitive as defined in DOD 5200.2-R. The incumbent is required to possess or obtain and maintain, for the duration of employment, a Secret security clearance.
EMERGENCY ESSENTIAL This position is designated as Emergency Essential. The incumbent is required to perform the duties and requirements of the position in the event of a crisis until relieved by proper authority. Essential Position Agreement, DD Form 2365, must be completed prior to deployment.
IMMUNIZATION SCREENING - This position requires immunization with the complete Anthrax vaccination series and subsequent annual boosters.
MEDICAL EXAMINATION - This position requires you to satisfactorily complete a medical examination for deployment.

Experience required:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Experience and the skills needed to plan, organize, and direct team work in program execution which involves a program requiring substantial resources or changes in established procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-12 grade (or equivalent).

NOTE: This vacancy will be filled by candidates that qualify for temporary promotions, reassignment, or change to lower grade. Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected. Foreign post differential is authorized while TCS/TDY to downrange locations. Additional compensation at a percentage determined by location, over basic compensation will be granted to employees for service at designated danger pay costs. Locality pay does not apply in the overseas area if accepting TCS. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas if accepting TCS assignment.
