As a Test Pilot Flight Instructor, NH-2181-04 you will serve as the Senior Test Pilot for the organization and fly test sorties, conduct test mission briefs and debriefs, and provide direction to policy critical to flight test safety and technical adequacy of multiple aircraft performing test at Edwards AFB. In addition you will test and evaluate new and modified aerospace vehicles, subsystems, associated weapons for DoD, civilian and foreign customers and use aircraft (including but not limited to the F-16, F-22, F-35, C-12, B-1, B-2, B-52, C-130, C-5, C-17, RQ-4B, KC-10, KC-135 & KC-46) modified with specialized test instrumentation. Other duties include:
- Maintain proficiency in different aircraft and demonstrate ability to fly flight test points and handle all types of in-flight and ground emergencies.
- Conduct proficiency, upgrade and flight test mission support that may include increased risk to aircraft and personnel.
- Required to influence USAF, AFMC, and AFTC policies on the capabilities, limitations, and techniques for employment and fleet modification schedule of aircraft assigned to AFTC.
- Plan for the overall efficiency and effectiveness of operations and participate in the development and management of plans and strategies for the internal and external integration of day-to-day and long-range projects, actions and activities impacting the missions of the unit.

SECURITY CLEARANCE: INCUMBENT MUST BE
ABLE TO OBTAIN AND MAINTAIN A TOP SECRET LEVEL SECURITY CLEARANCE AS A
CONDITION OF EMPLOYMENT.
PHYSICAL EFFORT: Because this is a test pilot flight instructor position, candidates must meet USAF Class II flying requirements, to include physical requirements to fly ejection seat aircraft, at the time of appointment. Job offers will be made contingent upon being able to meet USAF Class II flying standards. In addition, applicant must meet periodic USAF Flying Class II medical standards as required by Air Force instructions, to include physical requirements to fly ejection seat aircraft. Applicant will have access to flight surgeons and must comply with AFI 48-123 requirements to see a flight surgeon for Duties Not Involving Flying (DNIF) and Return to Flying Status (RTFS) determinations. The medical role of the flight surgeons will be limited to "fitness for duty" determinations, i.e. annual flight physicals, DNIF and RTFS.
WORKING CONDITIONS: Assignments at the NH-04 level are characterized by a substantial degree of hazard and involve application of the knowledge and skills required to conduct approval tests of new or critically modified aircraft or to instruct pilots in flight test techniques and responsibilities. Flight test pilots at this level may be concerned with the aerospace flight factors of new and distinct aircraft models, which can include turbojet, turboprop, turboshaft, unducted fan, reciprocating, and turbo-super-charged propulsion systems; pressurized and unpressurized cabins; and a wide variety of mechanical, electrical, hydraulic, pneumatic, and other systems. Test flights are conducted under the most critical conditions of loading, speed, and maneuvers.
CERTIFICATION REQUIREMENTS: Applicants must possess the following
certifications in order to be eligible for this position:
- A current Commercial Pilot Certificate OR the appropriate military rating.
- A current FAA Flight Instructor Certificate OR the military equivalent
rating.
- A current first or second-class medical certificate OR a current military
pilot medical clearance.
- Completion of the experimental test pilot course at a military test pilot
school (USAF TPS, US Navy TPS, Empire TPS, or EPNER), and/or Society of Experimental
Test Pilots (SETP) Member or higher.
MINIMUM FLIGHT HOUR REQUIREMENTS: Applicants must have completed the following flight hours in order to be eligible for this position:
Total Flight Time 1750 Flight Hours. NOTE: Flight time as a pilot-in-command or copilot in aircraft of any weight or category is creditable.
Pilot-in-command 1150 Flight Hours. NOTE: Only flight hours acquired as pilot-in-command are creditable.
Night Flying 75 Flight Hours.
Flying time within the last 12 months 100 Flight Hours.
Multi-engine Airplane 500 Flight Hours. NOTE: Additionally, if operating "heavy" multi-engine airplanes (over 12,500 pounds), at least 50% of total hours must be in heavy multi-engine airplanes.
Instrument 75 Flight Hours. NOTE: At least 10 hours must have been logged in actual instrumentweather.
Instructor Hours 500 Flight Hours. NOTE: At least 100 flight hours must have been actual logged Instructor Pilot (IP) time.
SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower pay band (NH-03), grade level (GS-13), or equivalent. Specialized experience is described as a the ability to conduct developmental tests of new or critically modified aircraft when modifications are significant enough to materially change the flight characteristics of the aircraft or require certification in the type aircraft. Tests include flight characteristics such as controllability, stability, stall and spin, characteristics, critical engine determination and maneuverability; advanced avionics, sensor accuracy, and electronic warfare system testing; or weapons integration and employment testing.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience, but you must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a certification of active service in lieu of a DD214, assuming the service member is otherwise eligible.
