The National Guard’s full-time support program requires that all military technicians are members of the National Guard and are appointed to full-time positions which correspond to their military assignments. (IAW TPR 303, 24 August 2005)

MILITARY GRADE:

MINIMUM MILITARY GRADE: E4

MAXIMUM MILITARY GRADE: O3

Grade inversion within the full time workforce in not permitted. The military grade must not exceed that of the supervisor. Members applying for this position and exceeding the maximum military grade listed on this job announcement MUST submit a statement in writing that they are willing to take an administrative reduction in grade to the advertised military grade on the job announcement for which applying. Applicants who exceed the military grade will NOT be placed into the technician position until they have been administratively reduced to the military grade on the job announcement.

Duties

This is a National Guard Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to perform developmental assignments which are designed to provide the incumbent, who is serving in a trainee capacity, in the application of common contracting methods and contract types, and to assist in the procurement of standard or specialized service; supply; and/or construction items, services, and/or materials primarily through formal advertising, or through limited use of negotiation techniques.  Non-competitive promotion to the next higher grade level is dependent upon: 1) satisfactory completion of the training requirements, 2) demonstrated ability to perform the duties at the next higher grade level, 3) fulfillment of all OPM legal and regulatory requirements for promotion, and 4) recommendation for promotion by the supervisor.
