The primary purpose of this position is to manage the ground safety program for the installation involving diverse group industrial safety and occupational activities and provide advisory safety services to tenant organizations. The incumbent advises command staff and operating officials on safety requirements, standards and procedures. The organizational goals or objectives of this position are to ensure the safety program is upheld by providing advisory safety service, guidance and direction to base personnel. The incumbent will work closely with the Chief of Safety.

In order to meet the minimum qualifications for this SAFETY AND OCCUPATIONAL HEALTH SPECIALIST position, you must meet the following criteria.
GENERAL EXPERIENCE:
All GS-0018 series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level.
SPECIALIZED EXPERIENCE:
Defined as experience that prepares the applicant to perform the duties of this position, is mandatory and must show the following activities such as:
Performed periodic onsite surveys, to determine compliance with applicable occupational safety standards. Prepared or revised safety instructions and guides. Advised personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps. Investigated mishaps, obtained statements from witnesses, and photographed mishap scenes. Recorded circumstances of mishaps and extent of injuries, prepared final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage.
EDUCATION REQUIREMENT(S):
For entry into this specialty, completion of high school or general educational development equivalency is mandatory. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified. For example, successful completion of a full four-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of subjects such as safety, fire prevention, industrial hygiene, or other directly related subjects is considered qualifying for the GS-05 level.
KSA's:
Candidates will be evaluated on the basis of the KSA's listed below. Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application. Written response to each KSA will ensure that specialized experience criteria is recognized and credited.
1. Knowledge of established safety and occupational health principles, methods, and techniques sufficient to independently perform recurring assignments of a conventional nature to control or eliminate hazardous conditions and mechanical risks which may cause injury to persons or damage to property.
2. Practical knowledge of the body of laws, regulations, policies, and procedures related to safety and occupational health to interpret and explain the reasons and purposes for applying corrective/preventive measures and procedures.
3. Knowledge of the requirements, methods, and techniques of accident/mishap investigation of normal safety and occupational health risk areas, to include fact-finding, analysis, risk assessment, resolution of safety problems, and preparing and submitting formal reports.
4. Knowledge of organizational and communication skills to develop working relationships with diverse military, civilian, professional, and technical populations. Verbal and writing skills sufficient to prepare safety presentations/briefings, formal training materials, investigative reports, and safety and occupational health inspections and surveys.
5. Knowledge and skill sufficient to advise and formally instruct supervisor and employees on traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures.
6. Basic knowledge of building design, construction practices, and workspace sufficient enough to inspect construction projects and designs to determine compliance with applicable occupational health and safety standards such as location of exits and stairs, floor load capacity, and aisle space.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal.
Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence:
1. Category I: All excepted service technicians in the New York Army National Guard for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.
2. Category II: All currently employed excepted service technicians in either the New York Army or New York Air National Guard.
3. Category III: Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard.
