Reviews and implements laws, regulations, and policies for critical and large-scale regional programs, many of which have national level impacts of significant interest to the public and the government by developing policies that stimulate the entire law enforcement community to embark in new directions. Creates long-range policies to address unprecedented issues that require the generation of innovations, concepts, or principles leading to developments and changes that cross organizational lines.
Provides law enforcement leadership to abate illegal marijuana cultivation activities that routinely cross regional, international and agency boundaries. Serves as the national expert on Drug Trafficking Organization (DTO) investigations and enforcement. Assists in determining the need for written policies and procedures. Provides in-depth justifications for new or modified procedures. Oversees the development of policies and procedures, reviews them, and recommends approval upon their completion.
Serves as an expert source of consultation and provides advice on policies or decisions where new techniques or information must be developed. For example, provides advice during the development of broad-scope initiatives designed to identify, remove, and prosecute unscrupulous participants in organized fraudulent enterprises, involving federal employees and prominent businessmen.
Plans and directs the overall work through subordinate supervisors, team leaders, or comparable positions. Exercises significant responsibility in dealing with officials of other units or organizations, and/or in advising management officials of higher rank. Sets and adjust short-term priorities and schedules and makes decisions on work problems of subordinate supervisors. Sets performance standards for supervisors and other employees in the organization; and recommends selection for supervisory and other unit positions. Serves on the Regional Leadership Team as a full member, similar to the Director level, most of which are GS-14/15's or above.

Additional Requirements:
Subject to satisfactory completion of a one year supervisory/managerial probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisor training program before the end of their probationary period.
DRUG TESTING: This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
Firearms: This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996.

GS-14: One year of specialized experience equivalent to at least the GS-13 grade level. Specialized experience is defined as: Providing direction and oversight for large-scale and complex criminal investigations of national scope; conducting program reviews in support of the organization's mission; coordinating, leading and directing policy, planning, managerial and operational activities; and exercising a thorough and expert knowledge of investigative operations and activities. This experience may be demonstrated through prior experience in conducting and managing federal criminal investigations of fraud and mismanagement of programs and operations.
Specialized Experience:
One year of specialized experience equivalent to at least the GS-14 grade level. Specialized experience is defined as: Responsible for managing a large annual budget and providing line supervision up to approximately 175 employees; coordinates activities with agency heads and top officials (most of which are at the GS-15 level or higher), including elected officials and Senior Executive Service (SES) employees; provides leadership having national and international significance in the development and implementation of large scale investigations having national and international implications. serves on the Regional Leadership Team as a full member, similar to the Director level, most of which are GS-14/15's or above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
