The incumbent serves as the automated logistics information systems manager with technical responsibility for automated systems and operational management and SARSS-1 System Operator. Develops, implements, and maintains automated logistics information management systems in the Division and provides training for user personnel. Serves as the main point of contact within the Supply and Services Division in communication with Standard Army Management Information System (STAMIS) proponents. National Guard Bureau (NGB), supporting maintenance activities and other USP&FO divisions for the purpose of coordinating the full implementation and operation of automated logistics information management systems.

In order to meet the minimum qualifications for this COMPUTER ASSISTANT position, you must meet the following criteria.
GENERAL EXPERIENCE:
Experience, training, or education which demonstrates the applicants ability to follow directions, procedures, or systematic work methods which gives evidence of the candidates ability to perform this work. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Must have at least 12 months experience working with computer languages, codes or abbreviations; performing production control functions; coordinating work load priorities and scheduling multi requirements; and identifying and tracing processing failures. Experience performing specialized projects and assignments using knowledge of fundamental data processing methods, practices and techniques in work involving development, test, implementation and modification of computer programs and operating procedures.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
KSA's:
Candidates will be evaluated on the basis of the KSA's listed below. Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application. Written response to each KSA will ensure that specialized experience criteria is recognized and credited.
1. Knowledge of office automated systems, peripheral equipment, and associated communications parameters to advise users, to explain and resolve problems, to diagnose failures and isolate problems, and to develop local adaptations for situations not covered by existing procedures.
2. Knowledge of computer equipment utilized within the division, of software/hardware tests and diagnostic routines to analyze system operational problems and to determine causes and corrective action.
3. Ability to identify the cause of operations failure and means of recovery.
4. Ability to research and resolves hardware, software and application program problems, working with users and system proponents as required.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

A panel of three members will be appointed to rate the candidates using the KSA factors. Experience will be evaluated in terms of type and quality in relation to the requirements of the position. Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal.
Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence:
1. Category I: All excepted service technicians in the New York Army National Guard for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.
2. Category II: All currently employed excepted service technicians in either the New York Army or New York Air National Guard.
3. Category III: Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard.
* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
