The main purpose of this position is to serve as senior-level special assistant who advises and consults on international information sharing agreements and issues. The Senior Advisor for Information Sharing along with other U.S. officials informs negotiations with--and provides strategies to engage with--other countries and international organizations to obtain critical information and data from key partners. The focus area of these initiatives is broad and diverse, to include information exchange related to foreign fighters, suspicious travelers, and criminal history.
The incumbent provides authoritative consultation on agreements between DHS and foreign governments on including the implementation of Preventing and Combating Serious Crime agreements. He or she improves the effectiveness of cooperation with international partners. And, partnerships are managed recognizing that information sharing is an essential component in the fight against serious crime, including terrorism, while respecting fundamental rights and freedoms, notably privacy, enhancing cross-border cooperation, and seeking to enhance and encourage cooperation between the Department and international partners.
The incumbent is responsible for advising senior Department leadership in the development of a comprehensive set of policies and an integrated framework to support common standards and architecture regarding information sharing with international partners.
To support U.S. homeland security interests, the incumbent works with and advises foreign governments to develop their own automated targeting systems, including technical requirements, funding constraints, legal and privacy considerations, and stakeholder engagement.
The incumbent, through expert consultation, enhances international information sharing capabilities through the Secure Real Time Platform. The incumbent advances the DHS position on Criminal Justice Purpose/Agency to enhance DHS's ability to utilize any information available to interagency partners for screening and vetting purposes.
The incumbent serves an expert and authoritative voice on developments related to information sharing issues to the Assistant Secretary for Policy, other components, and senior DHS officials.
The incumbent will strengthen DHS Governance of Information Sharing in concert with DHS Components and offices. The incumbent advises senior Department leadership to establish a headquarters element that provides enterprise-wide, strategic policy guidance that addresses the ongoing need to work across the Components as well as the interagency and provides leadership at Interagency Policy Committee meetings, Congressional briefings, external engagements, and other such fora that require executive presence.
Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for TOP SECRET/SCI clearance as a condition of placement in this SPECIAL SENSITIVE position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
This position may be subject to random drug-testing.
Minimum Qualification:
Specialized Experience:
To qualify for this position, you must possess one year of specialized experience equivalent to the GS-15 grade level in the Federal service, or comparable experience not gained through Federal service. For this position, specialized experience involves, but is not limited to the following: (1) Developing and implementing information sharing initiatives that combat terrorism and serious crimes. (2) Monitoring and analyzing regional issues to advance cooperation and collaboration with foreign nations. (3) Staffing senior officials for meetings involving foreign delegations, U.S. cabinet offices, and Congressional stakeholders by providing written and verbal briefings on security policies and initiatives. (4) Organizing and participating in multinational seminars, fora, exchange programs, and activities to support homeland security initiatives. (5) Knowledge of Executive Orders, directives, Federal laws and regulations, and applicable to both domestic and international security programs. (6) Oral and written communication skills sufficient to provide briefings and prepare reports on a wide-range of issues and topics.
Substitution of education in lieu of specialized experience may not be used for this grade level. You must meet all qualification requirements upon the closing date of this announcement.
