About the Position:
The main office of the Garrison Project is located in Riverdale, ND (population approx. 300) which is located on the bluffs overlooking beautiful Lake Sakakawea. Lake Sakakawea is 160 miles long, and was created by construction of Garrison Dam on the Missouri River. Riverdale is the Project headquarters located 60 miles south of Minot, ND and 65 miles north of Bismarck, ND on scenic bluffs overlooking beautiful Lake Sakakawea. Both communities offer amenities of larger cities hosting regional medical centers and larger events at their respective civic centers & theaters. The immediate area is rural consisting of five small communities in a 35 mile radius. These communities offer a small town atmosphere with excellent K-12 education systems, well-rounded business districts, a variety of restaurants, comforts of city services, including local medical facilities. Residents and visitors take advantage of outstanding fishing, hunting and boating opportunities. Housing costs have increased the past 8 years due to the oil boom in western North Dakota. Most USACE employees live in towns surrounding Riverdale, and commute to work (15-30 minutes).
Position may be filled at the GS-11 or GS-12. GS-11 will have non-competitive promotion potential to the full
performance level of GS-12.

Serve as Environmental Engineer with responsibility for performing a variety of professional engineering duties in support of a large multi-purpose main stem civil works project. Incumbent is the point of contact and facilitator for compliance, implementation, auditing, monitoring, and reporting responsibilities for environmental compliance programs including: Environmental Review Guide for Operations (ERGO) and Environmental Management System (EMS). Responsible for monitoring environmental compliance for hydropower, recreational, flood control and support facilities. Provide staff assistance and policy guidance to supervisor, operations project manager, team members and lessees, to ensure consistent, effective, and efficient implementation of Federal, State and Local environmental requirements. Areas of concern include; hazardous materials management; hazardous waste management; spill prevention and response; pesticides; petroleum, oil and lubricants management; solid waste management; special pollutants (radon, asbestos, polychlorinated biphenyls, and noise); underground storage tanks; water quality; wetlands; and National Environmental Policy Act (NEPA) requirements. Develop contract requirements, prepare contract documents and perform contract administration and quality assurance for assigned projects.
Physical Requirements: Work includes regular and recurring visits to project facilities and outdoor sites, requiring considerable physical activity such as standing, walking, bending, climbing, and stooping.
Work Environment: Work is usually performed in an office setting. However, at power plant, outside locations, construction or recreation sites, there is regular and recurring exposure to potential risks such as moving machinery and hazardous chemicals that may cause the employee to wear protective gear and clothing. Incumbent may be required to respond in support of Emergency Operations such as flooding or blizzards. Outdoor work will be performed in a wide range of temperatures and may occasionally be required during periods of extreme heat or cold.
