MAJOR DUTIES: (D1047000) - GS-07 Processes a wide range of human resources transactions related to recruitment and placement, classification, employee relations, human resource development, and /or incentive awards. Provides technical assistance in executing the employee relations program. Provides specific advice and guidance to supervisors, managers and employee problems. Conducts fact-finding investigations, researches pertinent guidance to assist in problem resolution, and responds to inquiries regarding requirements of proposed actions. Advises on non-controversial issues, such as regulatory and procedural authorities relating to performance and performance-ratings, disciplinary problems, employees dissatisfaction, indebtedness, work habits, unexcused absences, and provides guidance on alternatives and possible solutions.
MAJOR DUTIES: (D1057000) - GS-09 Provides technical guidance and procedural assistance to managers, supervisors, and employees in executing a variety of employee benefits, Thrift Savings Program (TSP), etc. Serves as a technical expert in matters regarding employees' claims for Workers Compensation. Works through appropriate channels with the DOL, Civilian Personnel Management service (CPMS) Injury and Unemployment Compensation Division, and supervisors to determine that payment of legitimate claims is made, fraud is reported, and questionable claims are reviewed. Manages and monitors Office of Worker's Compensation (OWCP) cost for the state and develops programs and processes to help reduce OWCP costs by coordinating with employees, DOL, medical professional, and supervisors to return employees to work as soon as medically possible. Assists in administering the retirement programs for technicians desiring to retire under any of the retirement systems.
