NDU is recruiting for a Dean, Library and Learning Center Services in the National Defense University Library who will provide vision and leadership to unite a variety of campus-wide services which promote student learning. The Dean reports to the University Vice-President, Academic Affairs and has full managerial responsibility for planning, programming, budgeting, and operation of the Library & Learning Center.
The NDU Library supports National Defense University by advancing education through teaching information fluency; collecting, organizing, making accessible, and preserving recorded knowledge and products of human creativity.
National Defense University (NDU) develops joint warfighters and other national security leaders through rigorous academics research and engagement to serve the common defense.
This is a Title 10 Excepted Service Appointment. Appointment is not to exceed 3 years with the possibility for extension.

The Dean of Library and Learning Center Services is responsible for defining and articulating the vision, strategic directions, and priorities for the future of the Library and Learning Center.
Provides leadership and oversees the development, delivery and assessment of services, resources, and programming in support of student learning.
Creates collaborative relationships with administration, college commandants; and deans, and faculty to ensure that Library and Learning Center resources, services, and programming meet the needs of the entire university community.
Ensures that the Library and Learning Center stays at the forefront of changes in technology, communication, instruction, and the storage and delivery of information.
Supports the traditional core functions of the library interpreted to 21st century user needs.
Promotes knowledge of library resources and services among stakeholders and customers.
Directs a staff of professional, technical, and clerical personnel through the division supervisors.
Formulates and advocates policies and strategies for enhancing academic quality, resources, and environment through the development of education and training workshops for students, faculty and staff on current and planned academic technologies.
Background or Security Investigation: This is a Non-Critical Sensitive position which requires a background investigation. The individual selected for this position is required to obtain and maintain a Secret security clearance to occupy a Non-Critical Sensitive position within the agency as a condition of employment.
To qualify for this position, you must:
-Have a Master's Degree in Library Science or Library and Information Science from an ALA accredited program or its academic equivalent.
-Have progressive experience in academic/research/special library administration including at least 5 years at a senior administrative level.
-Have a well-informed understanding of research libraries and the rapidly changing world of higher education.
-Have a proven track record of implementing change in a library setting, including management of change in the areas of information technology, library service, and online learning.
-Have experience planning or managing a learning/information commons or teaching/learning center desirable.
-Have extensive experience in long-range planning, budgeting, evaluation, and assessment of library services.
-Have demonstrated experience managing library services and programs to support research and scholarship; making strategic decisions/recommendations by assessing and prioritizing user needs, applying operational knowledge, analyzing problems, writing policy, managing project and program implementations, and managing resources.
-Have experience with library or learning center/information commons program evaluation and assessment.
-Have experience supervising with proven ability to lead a senior management team.
-Have the ability to lead timely, collaborative, and data-driven planning and decision-making processes.
-Have demonstrated communication skills, including proficiency in maintaining collaborative relationships and effective interactions in the library as well as with students, faculty, college deans, information technology leaders, staff, administrators, and external stakeholders in a rich multicultural environment.
-Have a demonstrated commitment to professional growth and to encouraging development of diverse and talented library and academic support staff.
-Have broad knowledge and understanding of current and emerging technologies. Knowledge of learning management systems and other instructional technology desirable.
