As the Facility Chief Logistics Officer (FCLO), the incumbent maintains the logistics and supply chain management system for the VA Black Hills Health Care System (VA BHHCS), a system with two Medical Centers located 90 miles apart in Fort Meade and Hot Springs, SD, and multiple Community Based Outpatient Clinics (CBOCs) serving a geographical area of nearly 1 million square miles. Duties include, but are not limited to, the following:
*Responsible for the overall direction, organization, and evaluation of the VA BHHCS Logistics Service Line
*Responsible for the planning and execution of the logistics and supply chain system in a manner that integrates and aligns acquisition, delivery and management of supplies, equipment and services with the accomplishment of the system's core mission delivery of health care and patient safety
*Serves as the system's Logistics expert providing guidance and advice to facility leadership
*Develops policy and procedures for the Logistics Service Line
*Analyzes Logistics program to determine impact on clinical and business operations
*Ensures Logistics program is functioning within Agency and Federal laws, regulations and policy

Physical Requirements: The FCLO is required to participate on environment of care rounds, Facility Internal Reviews (FIR), Network External Reviews (NER), and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as the lab, and equipment disposition areas that involve removal of hazardous waste. This may require maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers. Between periods of inspection, the FCLO is required to maintain a safe environment through continuous review of work areas and work practices.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level.

Specialized Experience:
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: skill in business processes; establishing performance measures and monitoring; managing the supply chain through analysis and action as a result of established metrics; quality assurance/compliance; thorough knowledge of all facets of logistics including requirements determination, acquisition, material management, performance measurement, quality management and continuous process improvement; inventory and warehouse management; ability and skill in identifying specific requirements for money, manpower, material facilities, and services needed to support the program and correlating those requirements with program plans to assure needed support is provided at the right time and place; knowledge of the agency program planning, funding, and management information systems with a broad knowledge of the organization and functions of activities involved in providing logistical support; and ability to coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time.
There is no educational substitution for the GS-13 level.
