    The FAA Human Factors Division provides scientific and technical support for civil aviation human factors for the flight crew domain. Human factors for flight crew includes such areas as flight standards, flight deck operations, aviation maintenance operations, aircrew training, and applications of aviation technologies.

    The Human Factors Division manages the span of contract activities including agreements with FAA and other federal research offices, industry contracts, and academic grants. These contracts develop human factors scientific and technical information to support the development of standards, procedures, training, policy, and other regulatory and guidance material addressing human factors in safety-critical flight crew performance areas. These contracts promote the safety and performance of civil aviation and the national airspace system including the Next Generation Air Transportation System (NextGen).

    Incumbent will serve as a Human Factors program manager who will, under minimal management direction, perform a variety of complex assignments and coordinate with other human factors program and project managers and project management support. Will assist research sponsors and work with senior staff in assessing human performance issues and defining research requirements. Assist in the planning, development, and management of a variety of complex human factors contracts addressing sponsor research requirements. Under supervision of the first line manager, will be the primary program manager for significant portions of flight deck research programs and associated projects and contracts, working under management oversight. Will prepare contractual documents (e.g., Statement of Work, Independent Cost Estimate); evaluate proposals; track budgets and review invoices; monitor schedules, and assist in technical review and approval of deliverables. Will identify and mitigate contract risks; and prepare briefings and present program summaries to FAA managers, advisory committees, and other meetings. Assist with coordinating human factors research and engineering programs across FAA and with external stakeholders.

    The incumbent will lead or participate in multi-disciplinary teams including, for example, pilots, air traffic controllers, software developers, manufacturer representatives, airline representatives, airport authority representatives, system safety engineers and human factors researchers. Will foster an atmosphere of collaboration with other NextGen and FAA offices to ensure that NextGen concepts, operational improvements, and research management plans are focused on solving flight crew performance issues for NextGen. Serve as an advisor and leader with advisory committees, other government agencies and senior members of other lines of business. Assist management with strategic human factors planning including resources, resource development, budget and strategic initiatives.
